Dear Jeff,
Staff has reviewed your revisions and documentation for the Westbrooke PUD, 2nd
Filing - Final that were submitted to the City on October 3, 2000, and would like to offer
the following comments:
1. The Technical Services (Mapping) Department offered the following
comments:
a. The subdivision plat needs to have the "new" plat statements added. This
is a repeat comment from the July 3, 2000 comment letter.
b. South Creek Court and West Creek Court cannot be used as street
names. This is a repeat comment from the July 3, 2000 comment
letter. -
C. The East % Corner is not as described.

2. A copy of a letter (with Revision Comment Sheet attached) from Alden V. Hiil,
the attorney for the Pleasant Valley & Lake Canal Company, is attached to this
letter. This is all repeat "stuff' from the July 3, 2000 comment letter.
3. Kathleen Reavis of the Transportation Planning Department stated that the
developer needs to provide enhanced crosswalks across Troutman Parkway and
Seneca Street (see the enclosed red -lined Site Plan for locations) for school/park
pedestrian crossings. Please contact the City's Engineering Department (Matt
Baker) for the design detail. Please contact Kathleen, at 224-6140, if you have

4. Ward Stanford of Traffic Operations offered the following comments:
a. To reiterate a previous comment: Seneca Street has to be completed to
Horsetooth Road before further development of this area can take place
(such as Mountain Ridge 3', Mountain Ridge 4w, Westbrooke, or others).
b. This project is to complete Troutman Parkway, full width, adjacent to the
site.

5. Gary Lopez of the Zoning Department offered the following comments:
a. An earlier comment from 6/10100 still has not been addressed:
Landscape #10 must be changed to read ".....bond for 125% of the value
of landscaping and installation prior to.....".
b. Please remove overlay of engineering notes (water and sewer lines,
hydrants, etc.) on the Site Plan.
Please contact the Zoning Department, at 221-6760, and talk to Gary if you have
questions about these comments.
6. Doug Moore of the Natural Resources Department offered the following
comments:
a. The existing wetlands on -site must be mapped. This is a previous
comment made 1/20/00 and 6121/00.
b. The wetlands must be shown on the Site Plan. This is a previous
comment made 1/20/00 and 6/21100.
C. The City has a requirement that a Mitigation Plan for any disturbed
wetlands be submitted for review. This .is a previous comment made
1/20/00 and 6/21/00.

7. A copy of the comments received from Mark McCallum of the Engineering
Department is attached to this comment letter. Additional comments are on red -
lined plans that are being forwarded to the applicant. Please contact Mark, at

8. A copy of the comments received from Donald Dustin of the Stormwater Ut"ility
is attached to this comment letter. Additional comments are on red -lined plans &
reports that are being forwarded to the applicant. Please contact Donald, at 221-
2053, if you have questions about his comments.
9. A copy of the comments received from Jeff Hill of the Water/Wastewater
Department is attached to this comment -letter. Additional comments are on red -
lined plans that are being forwarded to the applicant. Please ;contact Jeff, at 221
6674, if you have questions about these comments.
The following comments and concerns were expressed at the weekly staff meeting on
October 25, 2000:
Engineering (Mark McCallum)
10. The same subdivision plat was resubmitted without revisions as requested.
This has happened the last 2 rounds of review. The plat still needs work.
11. The elevations onto Troutman Parkway, from Westbrooke Drive, are off slightly.
12. This development proposal may go to the Planning and Zoning Board fora
decision after the Mountain Ridge Farms, 3`d Filing plans are approved and ready
to record.
Stormwater (Basil Hamd_ an)
13. The overflow from Johnson Elementary School is being directed into backyard
swales. This overflow water should go down Troutman Parkway. Some lots will
have to be re -graded. This is a repeat comment.
14. The utility plans (all sheets) need to include a signature block for the Pleasant
Valley & Lake Canal Ditch Company.
15. This project is still dependent on the timing for the Mountain Ridge Farms, 3`d
Filing approval.
Natural Resources (Kim Kreimeyer)
16. The applicant has not responded to previous comments.
17. The wetlands on -site must be mapped and shown on the development plans:
18. The City requires equal loss mitigation for wetlands.
19. A Wetland Mitigation Plan must be submitted to the City for review.
Transportation Planning/Kathleen Reavis
20. Enhanced crosswalks are needed across Troutman Parkway and Seneca Street.
These crosswalks should not be striped.
Planning
21. This comment letter shows a lot of "previous comments have not been
addressed", which is. of concern to staff and outside reviewing agencies. What
must be done to get the development proposal on track for a public hearing?
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies.
Due to some significant issues and concerns that have not yet been addressed,
another round of review is necessary. Under the development review process and
schedule there is a 90 day plan revision submittal time -frame mandated by the
City. The 90 day turnaround period begins on the date of the comment letter
(October 30, 2000) prepared by the project planner in the Current Planning
Department. Upon receipt, the revisions will be routed to the appropriate City
departments and outside reviewing agencies, with their comments due to the project
planner no later than the third weekly staff review meeting (Wednesday mornings)
following receipt of the revisions. At this staff review meeting the item will be discussed
and it will be determined if the project is ready to go to the Planning and Zoning Board
for a decision.
