RE: Westbrooke P.U.D. Second Filing
(Southeast Corner of Seneca Street and Troutman Parkway)
Dear Steve:
This letter is written to respond to comments dated October 30. 2000 for the above referenced
project. With the completion of plans for the adjacent Mountain Ridge Farm P.U.D. Third Filing.
several issues are resolved which we feel will simplify the review of this project. I have responded
to your comments as follows:
Technical Services
RJL Surveys have responded to previous comments. New plat statements have been
added, street names have been changed and the East '/< corner is now described.
Several easements have been adjusted to reflect the relocation of the outfall storm sewer
system.
2. Pleasant Valley & Lake Canal
All issues with the PV & LC were resolved previous to the last submittal. The comments
by Alden Hill were never applicable and a copy of his letter dated November 16, 2000 is
attached.
3. Transportation Planning
This project will not be responsible for the design or construction of Seneca Street or
Troutman Parkway. These comments are being addressed by Dennis Donovan as part of
the Mountain Ridge Farm P.U.D. Third Filing project. All Troutman Parkway and Seneca
Street improvements will be in place prior to the start of Westbrooke P.U.D. Second Filing
and we reflect this on our construction drawings.
4. Traffic Operations
This project is not responsible for the design of Seneca Street or Troutman Parkway.
The comments by Ward Sanford are no longer applicable.

5. Zoning Department
Items a & b have been addressed. Utility information was removed from the site plan and
added to the landscape at the request of Fort Collins Utilities to identify the potential for
conflicts with plant material.
6. Natural Resources
Please reference attached letters from the Corp of Engineers and Fort Collins Natural
Resources Department. Items a, b & c are no longer applicable.
7. Redlines forwarded by Mark McCallum of the Engineering Department have been
addressed.
8. Redlines forwarded by Donald Dustin of the Stormwater Utility have been addressed.
9. Redlines forwarded by Jeff Hill of the Water/Wastewater Department have been
addressed.
10. The plat has been revised by RJL Surveys.
11. Troutman Parkway improvements have been removed from these Construction Plans.
Elevation changes created by the new Mountain Ridge Farms P.U.D. Third Filing are now
reflected on the Westbrooke Drive design.
12. Mountain Ridge Farms P.U.D. Third Filing plans have been submitted in mylar form and
may already be approved.
13. The overflow from Johnson Elementary is now being directed to Troutman Parkway via
Seneca Street. Storm sewer and backyard grades for the original overflow have been
changed.
14. A signature block for the Pleasant Valley and Lake Canal Ditch Company has been added.
15. Mountain Ridge Farms P.U.D. Third Filing is very close to being approved by Staff
according to project owner, Gary Nordick. We understand that Westbrooke P.U.D. Second
Filing cannot proceed until Mountain Ridge Farm P.U.D. Third Filing improvements are in
place, including Seneca Street and Troutman Parkway. Our plans are modified to show
these improvements as "completed" by Mountain Ridge Farm P.U.D. Third Filing.

21. Several of the comments relating to Troutman Parkway and Seneca Street were
dependent on the progress of Mountain Ridge Farm P.U.D. Third Filing. It is my hope that
Staff now has a clearer picture of which project will be responsible for Troutman Parkway
and Seneca Street as the approval of the Mountain Ridge Farm P.U.D. Third Filing is
completed. Information relating to the Pleasant Valley and Lake Canal and wetlands
issues were resolved earlier in the year, however, providing documentation from entities
not under the control of the City of Fort Collins is not always possible within the ninety day
response window.
