The comments are offered informally by Staff to assist you is preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project. Box 580 • Fort Collins, CO 80522-0580 • (970) 221-6750 FAX (970) 221-6378 TDD (970) 224-6002 MEETING DATE: ITEM: APPLICANT: CONCEPTUAL January 29, 1996 LDS Parking Lot Carl Glaser Glaser Associates 215 Jefferson Fort Collins, CO 80524-2412 COMMENTS LAND USE DATA: Request to construct a 58 space parking lot west of the IDS Church on the northwest corner of Harmony Road and Regency Drive. 9 spaces from the original parking lot will be lost due to reconfiguration, resulting in a net increase of 49 parking spaces. COMMENTS: 1, The property is zoned R L-P, Low Density Planned Residential with a P.U.D. condition. The proposed parking lot must be submitted as a:Planned Unit. Development. There must be a minimum distance of 40' from the travel lanes on Regency Drive and Harmony Road to the first parking stalls. Please provide handicap parking spaces per the parking lot development guide. Please contact Gary Lopez at.221-6760 with any questions regarding these comments. 2. The Poudre Fire Authority stated that the access to Regency Drive was originally designated as a fire lane and must be maintained. Please contact Roger Frasco at 221-6570 with any questions regarding this comment. 3. The Building Inspections Department stated that a separate building permit for the parking lot lighting must be obtained by the applicant or their electrician. This permit is valued on the electrical lighting only. There is no building permit issued for the parking lot construction. The Water and Wastewater Utility requests that the applicant show the water main that enters the property from Regency Drive and service lines on the Site Plan when submitting a development application. Water Rights Acquisition charges will be applicable. Plant Investment Fee's will be charged only if additional (new) service taps are needed. The Stormwater Utility stated that the property is located in the McClelland/Mail Creek Drainage Basin. The stormwater development fees are $3,717 per acre for this basin. There is a 70' wide drainage easement along Regency Drive which must be maintained. The storm sewer within this easement has already been constructed. A standard drainage report and erosion control plan must be prepared and submitted by a Colorado licensed professional engineer. The applicant must participate in correcting a seepage problem from the spillway. Please contact Basil Hamdan at 221-6589 with any questiPrWregarding these comments... 6. The Engineering Department stated that there were stipulations that the Street Oversizing fees be paid at the issuance ofbuilding permit for Lot 2.. Constructing a parking lot on Lot 2 will not trigger payment of the Stred Oversizing Fee. However, the developer will be responsible for their portion of the cost for Harmony Road improvements. This may require amending the Development Agreement for the original P.U.D. or conditioning Utility Plan approval on the payment of these costs. Please submit a traffic letter which updates the trip generation data for the Church (i.e. demand for increased parking) versus the office use which was originally proposed for Lot 2.lease contact Kerrie Ashbeck at 221-6750 with any questions regarding these comments. 7. The Light and Power Utility stated that normal development charges will apply. Please contact the Light and Power Utility prior to the time of construction as the City may want to run underground lines along Regency Drive, A street light exists in the middle of the proposed entrance from Regency Drive and must be relocated at the developers expense. Please contact.Alan Rutz at 221-6700 with any questions regarding these comments. 8. The Natural Resources Department requests that native drought tolerant grass be planted. The proposed street trees along Regency Drive must be equipped with an irrigation system. Please contact Susie Gordon at 22 i -6600 with any questions regarding these comments. 9. The Planning Department stated that the proposed parking lot lighting should be sharp cut- oiiy down directional so that there is no spM to the surrounding residential areas. Street trees must be spaced at W centers, while maintaining minimum separation distances from existing and proposed street lights. A hedge that is a mix of deciduous and evergreen plantings is needed along the west and north edges of the parking lot to screen vehicle headlights from the adjacent residential uses.
