HomeMy WebLinkAboutVILLAGES AT HARMONY WEST PUD CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS AMENDED FINAL - 3 90C - CORRESPONDENCE - STAFF'S PROJECT COMMENTSMay 15, 1996 Glaser Associates 215 Jefferson Fort Collins, CO 80524 Dear Mr. Glaser, Staff has reviewed your submittal for the Viflages at Harmony West PUD, Church of Jesus Christ of Latter Day Saints, Amended Final (0-90C) and offers the following comments: L - - - GENERAL COMMENTS - - - A The Amended Overall Development Plan for the Villages at Harmony West denotes the proposal site as "Tract Dl," designated for "Business Service Uses (or Residential)." As the proposed use is not consistent with this designation, it will be necessary to file an application for an Administrative Change to the Overall Development Plan; the filing fee for such a request is $168.00, and processing time is generally 2-4 days. Please submit this request prior to revision date. B. Note #4 on the Amended Overall Development Plan states that "Contiguous parts of Harmony Road will be improved with this development." Therefore, all of the necessary improvements to the Harmony Road frontage of the site will need to be made with this development. Also see Engineering comments, below. C. The staff report (4/27/92) that recommended final approval of the LDS Church PUD states that "At the time that the Regency access drive is constructed, the developer will be responsible for improving the frontage on Regency Drive." This frontage now extends to the intersection of Harmony Road, thus it will be necessary to complete all improvements (i.e., curb, gutter, and sidewalk) to the Recency Drive frontage from the north property line to the corner/intersection. Also see Engineering comments, below. D. The title block on all sheets should read as follows: "Villages at Harmony West PUD, Church of Jesus Christ of Latter Day Saints, Amended Final." Please make this change. IL - - - SITE PLAN COMMENTS - - - A. Please indicate the scale of the vicinity map.. B. Under the Land Use Summary, it is indicated that the parcel contains 1.84 gross acres. Yet the actual site plan indicates that Lot 2 is 1.00 (+/-) acres. Which is correct? Please clarify this discrepancy and indicate the correct figures in both places. C. As the site plan calls>for additional lighting, staff would like to suggest that you make use of the five Lighting Design Review service offered by the City's Light and Power Department. This service offers free consultation of site and indoor lighting design with respect to cost and energy efficiency, glare, overflow minimization, and other concerns in as little as two weeks. For more information regarding this service please contact Doug Swartz and/or Jon McHugh of the Light and Power at 221-6700. D. I've enclosed a typical General Notes section done for another project. Please refer to this as an example of the types of things that should or need to be stated on the plans, and draft a General Notes section that will apply to the proposed development. Please place these notes on the site plan. III: - - LANDSCAPE PLAN CONEKENTS - - - A. The existing landscaping, as shown, demonstrates a lack of compliance with the existing%approved landscape plan. If thi&is correct, please add to this proposed landscape plan all elements of the approved landscape plan that have not yet been implemented. That is, all plantings that are shown on the approved landscape plan, but have not been carried out, must be included on the proposed landscape plan. B. At the access drive off of Harmony Road, on the west side of church, please provide a finished edge to the south side of the landscape area In addition, please clarify what landscaping is existing in this area as opposed to what is being proposed. Again, the landscaping shown in this area does not match with the approved landscaping. C. Please make sure to completely screen the transformer/mechanical equipment and telephone utilities from view, especially from Harmony Road. D. Are the subs and gutters between the existing parking lot and the proposed expansion areas to be removed? If so, please indicate this on both the site and landscape plans. E. Thelaping along the western edge of the new parking area presents a rather "choppy" feel It would be preferable for this edge to be revised to present more of a meandering, flowing, wavy edge, as shown around the sac southwestern. most parldr►g stalls and that comer of the parking area. This meandering edge should continue all the way up to the Regency Drive access. F. The following comment applies to the site and landscape plans: the depth of the parking stalls must be at least nineteen (19) feet, and this depth must be indicated on the plans. As drafted, the stalls appear to be just eighteen (18) feet deep. G. The following comments apply to the site -and landscape plans- Please continue the sidewalk from the northern corner of the Regency Drive access to the edge of the parking area to the east.. Please continue the edge of the landscaping in this area across to the north end of the sidewalk. R What is the proposed land use for the native seed area? Open space? Detention? Please indicate the answer to this on the landscape plan. I. In the three parking stall enclave at the north end of the site there is a label that reads BJ5, but only three (3) are shown. Please correct this discrepancy, preferably by adding two more plants (not by changing the label to 3). J. Please add the following notes to the Landscape Plan: ► The developer shall ensure that the landscape plan is coordinated with the plans done by other consultants so that the proposed grading, storm drainage, or other constriction does not preclude installation and maintenance of landscape elements on this plan. ► All underground utilities shall be located prior to landscape development/planting. ► All adjacent areas impacted by construction shall be restored by reseeding with a native seed blend. ► The following minimum separation distances will be maintained: Trees must be a mimnnam often (10) feet from water and sewer mains/services; and, shrubs must be a minimum of four (4) feet from water and sewer mains/services. K. Please add a "Landscape Water Consumption Summary" to the landscape plan. L. Please add the following phrase to the end of note number 2: "... that has been approved by the City of Fort Collins." M. Please change the title of the chart from "Landscape Notes" to "Landscape Breakdown." N. In the Landscape Breakdown, a quantity of six (6) PA's are indicated, but only four are shown on the plan. Please add two more Autumn Purple Ashes to the plan. The label for Austrian Pine is shown as PA; as PA is used for Autumn Purple Ashes, should this be AP? What is the quantity of AWS's (12 are shown on the plan)? Please indicate a quantity for the EC's (36 are shown on the plan). O. It appears that the water and sewer lines run beneath the Recency Drive access, but some of the landscaping islands appear to be above these lines. See the required notes listed above (especially the first and fourth ones) and make sure they can be complied with, given the proposed layout of the parking lot. IV. - - COMMENTS FROM OTHER REVIEWING DEPARTMENTS - - - A. Zoning: 1. The Zoning Administrator strongly suggests providing two (2) additional handicapped parking spaces near the building. This would bring the total site into conformance with the Parking Code. B. Building Inspection: 1. A building permit will be required to construct the parking lot lighting. C. Light and Power: 1. When the church was originally developed, the applicant requested development of Lot 1, and paid Light and Power development charges accordingly. Development of this parking lot constitutes development of Lot 2, and will trigger charging of Light and Power development charges -as a condition of continued electric service to the church. D. Water Conservation: 1. Please see attached comment sheets. E. Engineering: 1. As discussed at Conceptual Review, the development agreement must be amended prior to recording the Amended Final P.U:D. in order to collect the funds due for the developer's portion of the future arterial widening of Harmony Road. If there will be no building permit required on Lot 2, the amendment agreement will have to establish a new "trigger" for depositing the funds with the City. Staff will prepare a draft amendment agreement prior to the Planning and Zoning Board hearing date. 2. Since Lot 2 is building out, the perimeter sidewalk along the site must be completed with this project. In particular, a four (4) foot wide sidewalk, detached four -and -one-half (4'/z') feet from the back of curb must be constructed along Regency Drive for the full frontage of the property. 3. Please show the existing sidewalk along Harmony Road. 4. Maintain a 0..60% flowline grade across the new driveway crosspan, and construct the new driveway, in concrete, to the property line.. This conchides Staff comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies (i.e., Stormwater, Mapping/Drafting, etc.) continue to review this request. In order to stay on schedule for the June 24, 1996 Planning and Zoning Board hearing, Please note the following deadlines: Plan revisions (folded and not stapled together) are due by noon on Wednesday, June 5, 1996. P.M.T.'s, 10 prints, colored renderings are due by noon on Monday, June 17, 1996.
