of the VILLAGES at HARMONY WEST PUD - #3-90C

PROJECT DESCRIPTION:
A request to change a 34.4 acre parcel (Tracts 'B', 'F', 'G', and
'H') on the Amendment of Development Areas A & E of the Master Plan
of the Villages at Harmony West PUD from 282 multi -family units and
a recreational/daycare use to 109 single family lots on 31.87 acres
(as Tract 'B') on the Amendment of Development Area B of the Master
Plan of the Villages at Harmony West PUD.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
This project consists of a request to amend the existing Amendment
of Development Areas A & E of the Master Plan of the Villages at
Harmony West PUD to allow single family lots in a phase that was
previously master planned for multi -family units and a
recreational/daycare center. The existing overall master plan is
for a mixed -use development that includes single family & multi-
family residential, office & service uses, recreational & daycare
uses, and an elementary & junior high school. The Amendment of
Development Area B of the Master Plan of the Villages at Harmony
West PUD is in conformance with the adopted plans and policies of
the City. The Land Use Policies Plan supports the proposed use at
this location.

COMMENTS:
1. Background:
The surrounding zoning and land use is as follows:
N: rlp; Mountain Ridge Farm master plan
S: rlp; Regency Park PUD, Pineview PUD master plan
E: rlp; Pineview PUD master plan
W: rlp; Regency Park PUD, Johnson Elementary School, Webber
Junior High School
This property was annexed into the City with the Hors etooth-Harmony
West Annexation in 1980.
The property, Tract B of this request, was previously Tracts 'B',
'F', 'G', and 'H' of the Amended Master Plan of the Villages at
Harmony West that was approved in 1982 and the Amendment of the
Development Areas A & E of the Master Plan of the Villages at
Harmony West PUD that was approved in 1987.
2. Land Use:
This proposed Amendment of Development Area B of the Master Plan of
the Villages at Harmony West PUD is supported by the following land
use policies as contained in the Land Use Policies Plan:
3d - The City shall promote the location of residential development
which is close to employment, recreation, and shopping
facilities.
79 - Low density residential uses should locate in areas:
a. which have easy access to existing and planned
neighborhood and regional/community shopping centers;
b. which have easy access to major employment centers;
C. within walking distance to an existing or planned
elementary school;
d. within walking distance to an existing or planned
neighborhood park and within easy access to a community
park; and
e. in which a collector street affords the primary access.
3. Neighborhood Compatibility:
The Amendment of Development Area B of the Master Plan of the
Villages at Harmony West PUD is compatible with the surrounding
area, which is presently single family residential and two schools,
Johnson Elementary and Webber Junior High.

4. Transportation:
Streets are existing on two sides of Tract B, with Seneca Street (a
collector) to the west, Wakerobin Lane and Regency Drive (local
streets) to the south. Troutman Parkway (a collector) is planned to
extend west, forming the north boundary of this site.
The east property boundary is the Pleasant Valley & Lake Canal.
RECOMMENDATION:
The amendment to the master plan is in conformance with the City's
adopted plans and policies. Therefore, staff recommends approval of
the Amendment of Development Area B of the Master Plan of the
Villages at Harmony West PUD - #3-90C.
