The DA is an agreement between the property owner and the City of Fort Collins that defines the various standards, infrastructure requirements, maintenance responsibilities, etc. of the owner. A draft of the DA will be prepared by the City. Prior to preparing this agreement, the applicant will need to provide a completed “Information for Development Agreements” form. This should be submitted as soon as possible to avoid delays to final project approval and permit issuance. Comment Number: 4 08/18/2020: FOR APPROVAL: The retaining wall callout looks like it is not pointing at the retaining wall on sheet C1.0 of the utility plans. Comment Number: 6 08/18/2020: FOR APPROVAL: Please provide a gradual transition from the back of walk to the 5:1 pond bank slope. Generally, a 2 foot wide bench is required at approximately 2%. JVA: 2’ wide bench at 2% has been added. Comment Number: 7 08/18/2020: PRIOR TO NEXT SUBMITTAL: There is some sidewalk along Joseph Allen Dr., near the Drake Rd. intersection that is outside of the public right-of-way. This will need to be included within an access easement. JVA: Access easement has been added at the back of walk. Comment Number: 8 08/18/2020: PRIOR TO NEXT SUBMITTAL: There are several easements proposed, but I have not seen any easement dedication documents submitted. Please provide legal descriptions and exhibits prepared by a licensed Colorado Land Surveyor prior to the next submittal. These need to be reviewed and approved prior to final approval of these plans. Please see Engineering's website for more information on the easement dedication process: https://www.fcgov.com/engineering/devrev.php. These should be submitted to Brandy Bethurem-Harras ASAP. JVA: Noted, easement dedication documents to be prepared. Comment Number: 9 08/18/2020: FOR APPROVAL: Typically, ramps are not drawn to show a back of curb line extending accross the width of the ramp. See redlines for screen shot of what I am describing. I would prefer that the ramps be depicted in this way, if possible. JVA: The ramps shown on the plans are modeled from our standard detail (developed from CDOT M-608-1) and the LCUASS detail which also shows the back of curb line extension. Depending on contractor means and methods, a contraction joint is commonly placed along this extension, or the curb and gutter is sometimes poured earlier and is not monolithic with the ramps, resulting in an expansion joint where back of curb extension line is depicted. Linework was not updated per the comment based on these considerations. Comment Number: 10 08/18/2020: FOR APPROVAL: There are a few temporary grading easements and drainage easements, etc. that were dedicated on this site. What is the status of these temporary easements? Is this project needing to vacate any of those? Let's discuss. If you need to vacate easements, you will need to provide the survey docs and fees associated with it. Also, I believe that the existing utility easement along Joseph Allen is 15 feet wide. The site plan calls out 9 feet. I don't think the utility plans show it. JVA: All easements shown in the ALTA / NSPS Land Title Survey provided by ESC, are used as the background for the plans and assumed to be current. This project will require some easement vacations and dedications. Let’s discuss and we can get the documents prepared by a surveyor. The 9’ easement along Joseph Allen has been found to be current with the survey. Please provide any updated documents that you may have for this easement or other easements so that we can send along to the surveyor. 4 Comment Number: 11 08/18/2020: INFORMATION ONLY: Please see utility plan redlines for additional comments. This may result in some trees being removed from the parkway. Please clarify and revise. JVA: This has been revised. Comment Number: 3 08/17/2020: FOR APPROVAL: Please provide all details for the StormTech system in the Utility Plan set. Comment Number: 4 08/17/2020: FOR APPROVAL: Please show the actual piping/manifolds/underdrain and configuration of the STormTech system on the Utility Sheet. Comment Number: 5 08/17/2020: FOR APPROVAL: Please document in the text of the Drainage Report the increase in volume which will take place with the reconfiguration of the detention pond and the proposed total detention volume. Department: Forestry Contact: Nils Saha, , nsaha@fcgov.com Topic: General Comment Number: 1 08/18/2020: FOR APPROVAL: The street trees along Joseph Allen Dr. should be adjusted to meet both the street tree requirement and separation requirements from utilities and traffic signs. Please refer to redlines for placement suggestions. 1. Forestry prefers that shade trees are planted in the parkway whenever possible, as they provide significantly more benefits to the streetscape compared to ornamental trees. Ripley: Ornamental trees have been replaced with shade trees along Joesph Allen Dr. 2. There seems to be space for three shade trees ~30’ apart north of the entrance. Please adjust tree locations, per redlines. Ripley: A third shade tree has been added to the north and avoids existing utility lines. 3. Traffic has requested greater than 20’ of separation distance between stop signs and street trees to minimize maintenance requirements. This space south of the entrance is limited for tree planting between the streetlight and the stop sign. Please substitute the two pears with one shade tree (should be 6 approximately 36’ south of the streetlight and 37’ north of the stop sign). Ripley: The two pear trees have been replaced with a shade tree and is approx. 35’ from the stop sign. Comment Number: 2 08/18/2020: FOR APPROVAL: Please address the following on the plant list: 1. Cercis canadensis ‘Forest pansy’ is considered an ornamental tree. Please list it accordingly. Ripley: Cercis canadensis ‘Forest pansy’ has been moved from “Canopy Tree” to ornamental tree in the plant schedule. 2. Pinus glauca ‘North star’ is considered an evergreen shrub at ~12’ mature canopy height. Ripley: Pinus glauca ‘North Star’ has been removed from “Evergreen Trees” to shrubs in the plant schedule. 3. Juniperus chinesis ‘Blue point’ is considered an evergreen shrub at ~12’ mature canopy height. Ripley: Juniperus chinensis ‘Blue Point’ has been removed from “Evergreen Trees” to shrubs in the plant schedule. Comment Number: 3 08/18/2020: FOR APPROVAL: Canopy shade trees should constitute at least 50 percent of all tree plantings (LUC 3.2.1 (D.1.c). The plant list still needs to be adjusted to reflect shade trees, ornamental trees, conifers and shrubs correctly. However, at this time, shade trees are approximately 25 percent of all proposed plantings. Redlines have also been provided with suggestions for how the number of shade trees can be increased on site. Ripley: We have placed more shade trees on the site to meet the 50% code requirement. Comment Number: 4 08/18/2020: FOR APPROVAL: Pertaining to the storm drain/sanitary sewer lines and street tree requirement on Drake: further coordination is required between stormwater and forestry. Ripley: The street trees along Drake have been adjusted per City recommendations and exhibit Comment Number: 5 08/18/2020: FOR APPROVAL: There are various tree/utility separation conflicts. Department: Light And Power Contact: Cody Snowdon, 970-416-2306, csnowdon@fcgov.com Topic: General Comment Number: 1 08/18/2020: FOR FINAL APPROVAL: There is an existing oval vault at the northwest corner of Joseph Allen Drive and Arapahoe Pass Drive with existing 4” conduit under Joseph Allen Drive. Three-Phase service could be supplied from this oval vault. Please show connection into the existing vault and routing of primary electric along the western frontage of Joseph Allen Drive. Please see the redlined Utility Plan showing this routing to be placed on the Plans. 7 JVA: Electric line has been added to plans based on redlines for reference. Comment Number: 2 08/18/2020: FOR FINAL APPROVAL: The Utility Plans show an existing underground electric line running along E. Drake Road outside of the Public Right-of-Way. Light and Power will require this line to be within an easement. This easement can be dedicated by separate document and will need to be recorded at Larimer County Clerk and Record’s Office. Light and Power will also require an easement be dedicated to include the proposed transformer and routing of the public underground electrical lines. Please see redlines. JVA: Easement has been added at transformer, and will be included in easement dedication documents. Comment Number: 3 08/18/2020: FOR FINAL APPROVAL: Please relocated the proposed transformer to the north to maintain a maximum distance from a drivable surface of 10 feet. JVA: Transformer has been shifted about 1’ north to be within 10 feet from curb face in parking area. Comment Number: 5 08/18/2020: FOR FINAL APPROVAL: This project will need to comply with our electric metering standards. Electric meter locations will need to be coordinated with Light and Power Engineering. Each residential unit will need to be individually metered. Please gang the electric meters on one side of the building, opposite of the gas meters and show on the Utility Plans. Reference Section 8 of our Electric Service Standards for electric metering standards. Fixture Type SE6 is not allowed per the Land Use Code standards. Also ensure lamps emit 3000K color temperature. Shopworks/ MV-C: Fixture Type SE6 illuminates a flag pole. The Federal Flag Code requires that the US flag be illuminated during hours of darkness. We request an exception to the down directional light code to light an American flag. 3000k color temperature will be provided at all exterior fixtures. JVA: Easement label has been updated to “Emergency Access Easement” 9 Comment Number: 3 08/17/2020: ELEVATOR CAPACITY It's not clear if this comment has been brought up previously but I'm requesting the project provide one elevator that is in compliance with IBC 3002.4 to accommodate an ambulance stretcher. This is not a code requirement below four stories but given the intended use and age of population residing in this building, PFA would highly, highly recommend at least one elevator car be sized to fit a stretcher. Comment Number: 5 08/18/2020: FOR APPROVAL: Provide a site-wide accessibility plan in accordance with CRS 9-5 Shopworks: Site and building accessibility meets CRS 95. This will be summarized in the building permit set. Comment Number: 6 08/18/2020: FOR APPROVAL: Project specific concerns: 1. City of Fort Collins amendments to the 2015 IBC require a full NFPA-13 sprinkler system in multifamily units with an exception to allow NFPA 13R systems in buildings with no more than 6 dwelling units (or no more than 12 10 dwelling units where the building is divided by a 2 hour fire barrier with no more than 6 dwelling units on each side). Shopworks: A full NFPA 13 sprinkler system will be installed in the building. 2. Bedroom egress windows required below 4th floor regardless of fire-sprinkler. Shopworks: We believe that egress windows are not required with an NFPA 13 sprinkler system in a 3 story building. Egress from the residential units will be through the corridors. 3. Egress from the residential units will be through the corridors. 4. Building code and State statute CRS 9-5 requires project provide accessible units. This project has 72 units and will need to achieve at least 36 points. Shopworks: 226 points are achieved. This will be summarized in the building permit set. 5. Prescriptive energy compliance with increased insulation values is required for buildings using electric heat. Shopworks: The building uses natural gas heat in the residential units and common areas. Comment Number: 7 08/18/2020: FOR APPROVAL: Building Permit Pre-Submittal Meeting: Please schedule a pre-submittal meeting through your Development Review Coordinator with Building Services for this project. Pre-Submittal meetings assist the designer/builder by assuring, early on in the design, that the new projects are on track to complying with all of the adopted City codes and Standards listed below. The proposed project should be in the early to mid-design stage for this meeting to be effective. Applicants of new projects should email scarter@fcgov.com to schedule a pre-submittal meeting.
