The "Spring Creek Major Drainageway Plan," dated August 1980 identified the existing and fully developed floodplain conditions along Spring Creek in this reach as shown in Figure 1. Further studies of the Spring Creek hydrology revised the flows slightly as referenced by the Draft Spring Creek Master Drainage Plan dated 1988. The proposed Springbrook development will consist of 21 lots located in the flood fringe area of Spring Creek. All lots will be outside of the existing floodway limits as defined in the 1980 study. The entrance to the subdivision is at a proposed street at Springbrook_ Lane. This street will initially be constructed approximately 320 feet south of Drake Road along the alignment of an existing driveway accessing_ a house south of Spring Creek. In order to meet current city standards, the street will require fill in the flood fringe area and a small amount. of fill in the floodway. Future extension of this street will eventually develop a new bridge across Spring Creek. The purpose of this report is to analyze the effects of the first phase of development of Springbrook Lane and determine road grade and bridge requirements for future extension of Springbrook Lane across to Spring Creek.. BASELINE CONDITIONS The previous studies on Spring Creek utilized the HEC-2 model to simulate the culvert under the driveway of the east edge of Springbrook Lane right-of-way. Two cross sections were utilized in the previous study - numbers 120 and 121, as shown on Figure 2. Figure 3 shows a cross section (120.4) of the existing road profile through the area near the location of the existing culvert. Cross section data obtained from the City of Fort Collins was run with HEC-2 in order to determine the baseline flood elevations and existing floodway rise based on current floodway limits. These results were then compared to runs conducted for Phases I and II development of Springbrook Lane. Presented below is a brief description of the effects of the Phase I and Phase II improvements. The road construction simulated assumed construction of road improvements to Station 3 + 20. At that point, a 40-foot transition would be constructed to the existing driveway grade (approximately 2 foot vertical at .5% slope). The effect of this initial road construction was simulated assuming existing flows in Spring Creek. Figure 4 shows a cross section of the driveway area with the proposed Phase I road fill. There is a proposed landscape improvement plan along the edge in the floodway area within the Springbrook PUD. To account for this, the roughness coefficient for the left overbank of Section 122 was increased from 0.04 to 0.045. Table .1 summarizes the flood elevations and floodway rise that result from this road fill. As can be seen from Table 1, the maximum rise occurs at Section 122 with a 0.5 foot rise occurring. It was assumed that a 45-foot long bridge or box culvert structure would be constructed that would have a height of approximately 3.5 feet. It was also assumed that 4 feet of the span would be blocked with piers resulting in a 143.5 square feet net open area of the bridge. A cross section of the proposed road profile and bridge opening is shown in Figure 5. A roughness coefficient of 0.045 was assumed for the left overbank at cross section 122 to account for landscaping. Table 2 summarizes the results of the Phase II analysis. Hydraulic analysis was based on 1,740 cfs, which represents the fully developed flow conditions. The maximum floodway rise is 0.3 feet at Section 123; whereas Section 120 shows a 1.87 foot drop in flood elevations due to the widening of the channel immediately downstream from the bridge. Analysis indicates that the proposed road profile and limits of construction of Phase I of Spring Brook Lane would not violate floodway rise. criteria. Also, the road profile can be extended with construction of a bridge to allow for future expansion of Springbrook Lane across Spring Creek. This can be done without violating floodway rise criteria or overtopping criteria with fully developed flows on Spring Creek. The analysis accounted for some landscape improvements in the Tract B area of the development, which is within the floodway. Results indicate that as long as landscape improvements are kept to a minimum with respect to resistance to flood waters, landscaping can be installed.
