Z,/ 4- A. Resolution 90-20 Setting Forth Findings of Fact and Determinations Regarding the Front Range Baptist Church Annexation. B. Hearing and First Reading of Ordinance No. XXX, 1990 Annexing Approximately 5.3 Acres known as the Front Range Baptist Church. C. Hearing and First Reading of Ordinance No. XXX, 1990 Zoning Approximately 5.3 Acres of the Front Range Baptist Church into the R-L-P, Low Density Planned Residential District. This is a request to annex and zone approximately 5.3 acres located at 625 East Harmony Road adjacent to the Fairway Estates Subdivision, south of Harmony Road, and west of Boardwalk Drive. The requested zoning is R-L-P, Low Density Planned Residential District. The property is presently developed with a church, private school, parking lot, and open space. The property is currently zoned FA-1, Farming, in Larimer County. This is a voluntary annexation. There are two owners: Front Range Baptist Church Oak Farm, Inc. c/o Reverend Kenneth Stephens c/o Mr. Michael Byrne 625 East Harmony Road 3555 Stanford Road Fort Collins, CO. 80525 Fort Collins, CO. 80525 The applicants have submitted a written petition requesting annexation and zoning of approximately 5.3 acres located at 625 East Harmony Road, south of Harmony Road, and west of Boardwalk Drive. The requested zoning is R-L-P, Low Density Planned Residential District. The property is presently developed with a church, private school, parking lot, and open space. The property is zoned FA-1, Farming, in Larimer County. This is a voluntary annexation. The property is located within the Fort Collins Urban Growth Area. According to policies and agreements between the City of Fort Collins and Larimer County, contained in INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA, the City will consider the annexation of property in the U.G.A. when the property is eligible for annexation according to State law. The property gains the minimum I/6th contiguity to 6 0 existing city limits from a common boundary with the Keenland Annexation to the south and east. The surrounding zoning and land uses are as follows: N: R-L-P; 7-Eleven Convenience Store and Vacant Land S: R-P; Vacant (Oak -Cottonwood Farm Master Plan, Parcel 1-G, Single Family) E: R-P; Vacant (Oak -Cottonwood Farm Master Plan, Parcel 1-A, Retail/Office) W: FA; County Zoning, Single Family (Fairway Estates Subdivision) The R-L-P, Low Density Planned Residential District, is appropriate zoning for single family home development. Churches and private schools are uses by right under the zoning designation. Parking lots and athletic fields are considered accessory uses to the church and private school. Findings: 1. The annexation of this property is consistent with the policies and agreements between Larimer County and the City of Fort Collins contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA. 2. The property meets all criteria included in State law to qualify for a voluntary annexation to the City of Fort Collins. 3. On February 20, 1990, the City Council approved a resolution which accepts the annexation petition and determines that the petition is in compliance with State law. The resolution also initiates the annexation process for this property by establishing the date, time, and place when a public hearing will be held regarding the readings of the Ordinances annexing and zoning the property.
