Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 E CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: January 2, 1990 PROJECT: Farinelli Chiropractic Clinic APPLICANT: Ed Farinelli, 601 E. Swallow Road, Fort Collins, CO 80525 LAND USE DATA: Request to add one employee to an existing home occupation, located at 601 E. Swallow Road (SE corner of Swallow and Stover). COMMENTS: 1. The applicant needs to provide a letter with the development application indicating that there are no additional paved or impervious areas being added to the site. 2. Any additional activity generated at' this site is of concern, from a transportation standpoint. Any future expansions of the practice must be evaluated; with respect to impacts on parking and traffic. City streets should not be used as parking to support the existing (or any proposed expansions) practice. The proposal to add support staff employees is not of concern_. A letter addressing the current business operation (i.e., hours of operation, number of patients seen, number of employees, amount of parking currently used; etc.) must. be submitted with the development application. 3. Staff recommends that the applicant discuss the proposal to add employees with the adjacent property owners, since this request would require approval at a public hearing and letters of notification regarding the hearing would be sent to property owners within a minimum of 5.00'.. 4. Home occupations do not permit more than one employee. Therefore, a Planned Unit Development (PUD), approved by the Planning and Zoning Board, is necessary for the proposed increase in employees. 5. Planning staff is concerned with any future plans to expand the existing practice. The intent of home occupations is to allow small-scale businesses, such as professional offices, in residential areas and that the home occupation be accessory to the primary residential use. An expansion of the existing practice (by adding an associate) may create parking and traffic impacts beyond what the site can adequately handle. This particular location is clearly in a residential neighborhood and any further expansions would be perceived as a business in a residential neighborhood, rather than a home occupation, incidental to a residence.
