HomeMy WebLinkAboutTHE CARRIAGE SHOPPE PUD PRELIMINARY AND FINAL - 13 90 - CORRESPONDENCE - STAFF'S PROJECT COMMENTSPlanning March 21, 1990 Services Mr. Dan Eckles Realtec 1136 East Stuart Street Suite 4207 Fort Collins, CO. 80525 Dear Dan: The Planning Staff has reviewed the request for a Preliminary and Final P.U.D. for the Carriage Shoppe, 900 North College. The following comments are offered: Although it appears great strides have been taken to accommodate parking in front of the building, there is inadequate back-up distance without impacting the travel lane on College Avenue. The Parking Lot Development Code specifies that 30 degree angled parking requires a minimum back-up distance of 15 feet. The plan indicates this distance to be only 8 feet. In addition, the State Highway Department has reviewed the plans and recommends that parking be eliminated in front of the building by extending the curbing across the entire property frontage. During our discussions prior to the P.U.D. submittal, it was made clear that the Carriage Shop owner would rely heavily on the parking area in front of the store for estimates of repair work. Staff regrets that this appears unworkable but the proposed design presents serious safety issues. The City's Transportation Department, Engineering Department, as well as the State Highway Department all agree that parking and estimating should take place on the north side of the building. Staff is willing to work with you on designing a curb cut that would use some of the property frontage to make a smooth, long radius turn rather than an abrupt 90 degree turn. 2. The deletion of parking in front of the building will require curbing along the property frontage.. The site plan does not indicate what this curbing will consist of. The heavy blue line is not referenced as to type or size of material. Please be prepared to discuss this curbing material. 3. The site plan should indicate that there will be a ten foot wide utility easement along the east property line and a six foot wide easement along the entire length of the north property line to accommodate future electrical undergrounding.. Since trees should be kept out of the easement, the three trees on the east should be pulled back to stay clear of the ten foot dedication. 300 LaPorte Avenue • P.O. Box 580 • Fort Collins, CO 80522-0590 • (303) 221-6730 4. U.S. West Communications would like to access to the ten foot utility easement along the east property line. Also, U.S. West requests the continuation of an easement for the existing overhead utilities which are approximately 190 feet east of the west property line and traverse the property from north to south. 5. Since the request is for a combined Preliminary and Final P.U.D:, please provide a landscape schedule that describes the species, size, and quantity of all proposed plant material. Also, please indicate what plant material is existing and what is proposed. 6. In previous discussions, it was mentioned that the building would be divided for two tenants. If this is still the case, please indicate on the site plan where the dividing line will be and the proposed use for the second tenant. The second tenant should have a specific parking area. 7. The site plan does not describe the location, type, and height of the fencing. Please indicate this information. 8. The additional parking on the north will add impervious surface and impact the stormwater runoff. As a result, a Drainage Report must be submitted to the Stormwater Utility Department documenting the impacts of the storm flows. It may be that this Drainage Report may be in an abbreviated form depending on the complexity of the impacts. You will recall from Conceptual Review and from follow up meetings that stormwater issues must be resolved prior to approval of a change of use on the property. The other drainage issue relates to the quality of the storm water. Please be prepared to discuss the length of stay of the vehicles with the Stormwater Utility Department. Finally, the proximity of the Dry Creek floodplain must be addressed. It is imperative that you contact Mr. Glen Schlueter of the Stormwater Utility at 221-6589 for details. The following comments refer to the site plan document; 9. Please provide a "Land Use Data" table that describes the lot coverage of the buildings, landscaping, parking and drives, and outside storage in terms of square footage and percentage of the total. 10. Please describe the existing zoning. 11. Please describe the existing zoning and adjacent land uses surrounding the property. 12. Above "Excell Art Subdivision" please indicate that this is the legal description. 1`3. Please indicate the size, dimensions, and location of all signage. 14. Please describe the number of employees and the number of parking spaces provided for employees, customers, and handicap. 15. Please depict the floodplain boundary on the site. 0 This concludes Staff comments at this time. Staff recommends that we schedule a meeting to discuss these issues at your earliest convenience. In order to remain on schedule for the May 7th Planning and Zoning Board hearing, please note the following deadlines: Revised Plans are due Wednesday, April 4, 1990 (three sets) P.MT's, 10 prints, and one colored site plan are due April 16, 1990.
