An addendum to the Spring Creek Center PUD has been prepared that compares the trip
generation of the various land uses and changes thereof to the Center.
At this time, I am comfortable with allowing the project to move forward.

SUBJECT: Suring Creek center PUD traffic addendum C/

This memorandum responds to staff comments pertaining to
m land use inconsistencies between the submitted plan (2/2/98)
and the traffic study. The scope of this memorandum was
rn discussed with Eric Bracke.
A 3,000 square foot fast food restaurant was used in the
0. "Spring Creek Center Site Access Study," November, 1996. The
footprint used on the site plan was that of a McDonalds
Restaurant with a "playland." The piayland is not a trip
generator for the restaurant. In spite of this, I have used
the 4400 square feet as the size of the fast food restaurant
in the trip generation comparisons in this memorandum.
Oae of the convenience/gas stores (Lot S) was reduced
from a 12 pump facility to as 8 pump facility. This Will
cause a reduction in trip generation for this lot.
Business Park was used as the general land use for the
remaining buildings. This is appropriate, Trip Generation
6th Edition describes Business Paris as a mix of tenants that
o include Offices, retail/wholesale, restaurants, and
s recreation. The average mix is 20-30% office/commercial and
t9 70-60% industrial/warehousing. It should be noted that the
fast food and convenience/gas store uses were considered

separately and were not lumped into the business park
z category.

It is also noted that Trip Generation, Sth Edition, ITE
was used as a reference in the cited study_ Table 1 shows the
CL trip generation from the study. Table 2 shows the trip
generation using the land uses on the most recent site plan
Q and using Trio Generation, 6th Edition, ITE as the reference
document. A simple comparison indicates that the now site
plan will generate less traffic than that considered in the
site access study. It is concluded that the site access study
adequately addresses the traffic impacts of the Spring Creek
Center.
