Specific responses include: Current Planning Comments: a. We were not aware of the 1997 code change regarding PUD building elevations. The note referring to the previous code language has been deleted as requested. b. Landscaping illustrated with the elevations has been generally reconciled, and a note referring to the landscape plan has been added. C. Additional detail has been added as requested. d. As we agreed at our meeting of February 26", carefully placed decking - painted to complement the building materials - will be used to screen rooftop equipment rather than more overpowering large parapet walls. e. We have confirmed that the uses, floor areas, and parking proposed are in conformance with the findings of the November 1996 Traffic Study. As indicated in my letter of January 161h, the parking provided - at 4.5/1000t - exceeds the applicable City standard of 2 spaces/3 employees, and is consistent with ULI and City Plan guidelines for this type of mixed use development. The intensity of this site is not unusual. It is actually less than much of the adjacent Prospect East Business Park. With only a .18 FAR, this development would have to be 60% more intense to meet the minimum standards of a mixed use block in the MMN zone; and it would have to be nearly 100% more intense to meet the minimum requirements for a mixed use block in the CC district. The mix of retail, office, restaurants, and other business service uses changes frequently at virtually all the mixed use centers in Fort Collins. Many centers, with overall parking ratios similar to those proposed here, have worked well. As we agreed on February 261h, the proposed berms have been clarified, and some adjustments to the planting plan have been made. urban design, inc. g. Building envelopes have been adjusted, and a note clarifying a minimum 5' clearance between the pedestrian walkway north of the buildings and adjacent building envelopes has been noted. h. Walk intersections have been made even more direct than was agreed at our meeting of December 41h, and approved with the Preliminary PUD. In addition, (although not previously requested, and not consistent with the approved Preliminary PUD) pedestrian crossings at the drive entries into the site have been enhanced with colored, patterned concrete, and pedestrian crosswalks on existing public streets have been enhanced with surface applied markings. i. The pedestrian crossings on the north and south sides of the fast-food restaurant will remain as agreed upon on December 411 and approved with the Preliminary PUD. As noted in our correspondence at that time: The major pedestrian spine tying each site to both Timberline and Specht Point has been emphasized beyond the normal requirements of the LDGS, and includes raised patterned concrete crosswalks. The remainder of the extensive pedestrian circulation system provides safe convenient connections among on site uses and with the open space along Spring Creek. Because of drainage and maintenance concerns - as well as the desire to clearly emphasize the major east -west spine - secondary crosswalks are not elevated. j. We met with the City Forester at the site. The resulting tree preservation and protection notes are included on the revised plans. 2. Engineering comments have been addressed by Northern. 3. Storm Water revisions have been completed by Northern as requested. 4. Water and Sewer comments have been addressed on the landscape plans, and by Northern on the utility plans. 5. Mapping corrections have been made on the plat as requested. 6. Transportation Planning Comments: a. An inordinate amount of time was spent reviewing and discussing pedestrian crosswalks at the Preliminary PUD; and that document was approved based on that review. Although not previously requested with the approved Preliminary PUD, pedestrian crossings at the drive entries into the site have been enhanced with colored, patterned concrete; and pedestrian crosswalks on existing public streets have been enhanced with surface applied striping. b. The walkway behind the buildings is not the Spring Creek Trail, and will be adequate lighted by wall mounted fixtures on the nearby buildings, as indicated on the attached lighting plan. urban design, inc.
