Box 273106 Fort Collins, CO. 80527-3106 Dear Mr. Zeuner: This letter is in response to your inquiry about the potential Shell Oil Company convenience store w/ fuel sales facility on Lot 1 of the Spring Creek Center PUD, which is located at the southwest corner of East Prospect Road and Specht Point Road in Fort Collins, Colorado. Your question dealt specifically with the design and signage for the Shell Oil Company proposed Lazy "S" Fascia module. I would like to refer you to several sections of the City's Land Use Code dealing with site signage, site lighting, and building (canopy) design. The table in Section 3.2.4(C) sets forth the permitted lighting levels for under -canopy fueling areas for the initial installation, being 26 foot-candles, and the average maintained, being 20 foot-candles. Sections 3:2.4(D)(3) & (4) state: Light sources shall be concealed and fully shielded and shall feature sharp cut- off capability so as to minimize up -light; spill -light, glare and unnecessary diffusion on adjacent property. Under -canopy fueling areas shall feature flush -mount, flat lens lightfixtures. The style of light standards and fixtures shall be consistent with the style and character of architecture proposed on the site. Poles shall be anodized (or otherwise coated) to minimize glare from the light source. The light fixtures underneath the canopy must be flush -mounted and have a flat lens. The lens cannot be convex. Section 3.5.1(E)(1), dealing with Building Materials, states: Building materials shall either be similar to the materials already being used in the neighborhood or, if dissimilar materials are being proposed, other characteristics such as scale and proportions, form architectural detailing, color and texture, shall be utilized to ensure that enough similarity exists for the building to be compatible, despite the differences in materials. 281 North College Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (970) 221-6750 • FAX (970) 416-2020 In this case the predominant building material in the Prospect Industrial Park is brick and the approved predominant building material for the proposed convenience store on Lot 1 is brick, including the brick veneer on the canopy columns. This similarity in building materials must be maintained. Section 3.5.1(F) Building Color states: Colorshades shall be use to facilitate blending into the neighborhood and unifying the development. The color shades of building materials shall draw from the range of color shades that already exist on the block or in the adjacent neighborhood. The building materials and colors selected and proposed for the convenience store building and associated canopy must be sensitive to and consistent With the existing buildings in Prospect Industrial Park. Section 3.5.3(D)(9) Illumination prohibition states: Exterior -mounted exposed neon/fiber optic/rope L.E.D. lighting; illuminated translucent materials (except signs), illuminated striping or banding, and illuminated product displays on appurtenant structures (e.g., fuel dispensers) shall be prohibited. This section of the Land Use Code presents the most. problematic restriction to Shell Oil. The third paragraph on their Lary "S" Canopy Fascia product information sheet #1.10, dealing with the Red bar on the canopy face, states that the red bar is modular and is manufactured in lengths. Red bar joints shall align with joint of curved fascia. This illuminated red bar also provides backlighting for illumination of the yellow fascia. The aforementioned section of the City of Fort Collins Land Use Code, Section 3.5.3(D)(9), prohibits the proposed illuminated red bar on the canopy fascia. The red bar and the illumination must be eliminated and the yellow band should be toned down, if possible. The signage for the proposed convenience store wl fuel sales will be subject to the City of Fort Collins Sign Code; which is partially set forth in Section 3.8.7 Signs of the Land Use -Code. The Sign Code is administered by the City's Zoning Department; therefore, questions pertaining to site signage should be directed to them. If you have any questions, please feel free to call me.
