Specific responses include: 2.a As determined in our meeting with Eric Bracke, we have indicated that Specht Point Road will be striped to allow three lanes at the Prospect Road intersection. 2.c Also as decided in our meeting with Eric, Timberline Road is proposed to be striped to include a minimal lane for southbound left turns. The applicant realizes that Midpoint may be limited to right-in/right-out only in the future. 2.d Eric has agreed that the driveway access points as shown on the Preliminary ,� PUD are appropriate. Specific locations of proposed uses will be determined, as required, with the Final. 9.a The 8' Spring Creek trail is existing on this site. The 6' walk planned above the Spring Creek channel is not a part of the public trail system. 9.b A more defined connection between Lot 8 and Lots 1 & 2 has been shown. 12. The native landscape area along Spring Creek and the associated transition to urban development on this site was determined, designed, constructed, and accepted by the City of Fort Collins in 1986 - 1987. Given the setbacks both upstream and downstream from this site, the vertical separation from the surrounding area, the "manicured" landscape installed by the City between Spring Creek and Prospect Road, and the proximity of both Prospect Road and Timberline Road; a 1 00'setback should not be required on the south side of this short section of Spring Creek. As designed with this Preliminary, the proposed development at Spring Creek Center will be less visible from the creek than the existing development at virtually any location in Fort Collins. • o urban design, inc. 13.b-g The Prospect Streetscape Program, Business Park Style "is based on the existing landscape character established by the industrial and commercial development along Prospect Road....", and states that "The predominant architectural finish should be brick, tile, other masonry or concrete. The building(s) should be integrated with landscape grading by berming against the building face..." The proposed plan is consistent with these guidelines. 13.h Just because this property may be developed through the provisions of the LDGS, it should not be denied the option of developing under the provisions of the specified zoning district (proposed as E - Employment in City Plan). This flexibility has been allowed at Horsetooth East, Pinecone ODP, Warren Farms, Oak/Cottonwood, OakRidge, and many other developments in Fort Collins. 13.1 The major pedestrian walkway through the site features "raised and patterned" crosswalks as suggested. There is however, no code requirement that all drive crossings be raised and patterned. 13.p Criteria f is applicable and met if shared parking between the lots included in this PUD is considered. If only "adjacent existing or future off -site parking areas" are considered, the criteria is not applicable because the site is surrounded by existing public streets, precluding the ability to provide direct access without crossing a street. If street crossings are acceptable, the project does provide drive locations that are directly aligned with those across both Specht Point and Midpoint. Ten sets of prints, reductions, and color renderings will be submitted by February 18th. We appreciate your assistance in the planning of this project. Please call if you need further information.
