For your information, attached is a copy of the Staff's comments concerning
Rogers Park which was presented before the Conceptual Review Team on
February 12, 1990.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STIFF COMMENTS
MEETING DATE: February 12, 1990
PROJECT: Rogers Park
APPLICANT: Leslie Beckman, Parks and Recreation Department
LAND USE DATA:
Request for a minor plat for a neighborhood park, located at 2515 W.
Mulberry.
COMMENTS:
Existing power lines must be undergrounded on the site.
2. There is an existing 6" water main through the site in a 20' easement. The
easement needs to be shown on the plat. No structures, trees or large
shrubs should be planted in this easement. Asphalt may be placed over
the easement and would be removed, if access to the line is required.
Utility easements will be needed from the mains to curb stops. Water and
sewer mains are stubbed in Laurel, Pear and Rocky Road.. A water main
exists in Mulberry. Any existing services in Mulberry that are not used
need to be abandoned. A sewer main needs to be provided through this
site to serve property to the west.
3. A fire hydrant may need to be added. Structures need to be within 400'
of a fire hydrant.
4. Since Rocky Road would not be extended through this site, a cul-de-sac or
other means of providing a turn around needs to be considered.
5. Improvements to the site's Mulberry Street frontage are required, including
curb, gutter and sidewalk. A preliminary design for off -site Mulberry
improvements is also required and needs to be continued for a distance
that is adequate to show that the proposed design is functional.
6. The proposed curb cut on Mulberry Street should line-up with the curb cut
on the north side of Mulberry.
7. A utility plan is required with the minor plat and needs to show all public
improvements for Mulberry, Pear, Rocky and Laurel Street.
8. An overlay to Mulberry needs to be evaluated by City staff, due to the
potential number of cuts in the street required to abandon existing utility
services.
9. Utility easements need to be shown on the minor plat. Access easements
for all parking lots also need to be shown on the plat.

10. Information regarding the storm sewer design in Mulberry is available from
the Stormwater Utility.
11. The existing irrigation lateral on the site must be within an easement. The
Stormwater Utility must review the design proposed for undergrounding
this lateral.
12. A storm drainage report and plan and a grading plan, prepared by a
licensed professional engineer, must be submitted with the minor plat.
13. On -site detention must be addressed. Based on the proposed use being less
intense than land uses planned for in the storm sewer design, on -site
detention may not be needed. Off -site flows must be considered and
surrounding properties must not be impacted by drainage from this site.
14. Staff would encourage the applicant to retain as much existing vegetation
as possible.
15. Bob Wilkinson of the Natural Resources Division will make an inspection
of the site to evaluate for wetlands.
16. The access point on Mulberry may be widened to a maximum of 35', to
accommodate turn bays.
17. Staff would encourage the applicant to consider providing pathways to
connect parking areas with event viewing areas.
18. The issue of providing parking_ areas accessing off of what are currently
dead end streets (specifically Rocky Road) may be a sensitive issue for
dm� area property owners.
