HomeMy WebLinkAboutTWIN SPRUCE FARM PUD PRELIMINARY AND FINAL - 22 90 - REPORTS - MEMO / P & Z BOARDServices City of Fort Collins Planning Department MEMORANDUM TO: Planning and Zoning Board FM: Sherry Albertson -Clark, Chief Planner d; t RE: Twin Spruce PUD Condition DT: June 25, 1990 At the June 22 work session, Board members expressed concerns that future potential office uses at the Twin Spruce site could have a greater impact on the site (and surrounding neighborhood) than the proposed computer software development office use. As a result, staff is proposing a condition limiting future office uses by the amount of traffic that could be generated. This means that while another office use that could employ ten employees (as proposed on the Twin Spruce PUD) and be of greater impact could locate at this site, the traffic generation figures would restrict the intensity of future office uses. A good example of an office use that could produce a greater traffic impact (while having the same number of employees) would be a real estate office. In working with Transportation Director, Rick Ensdorff, a figure of 30 VTE (vehicle trip ends) was established as representative of a "low intensity" use. The 30 VTE figure was derived from the assumption that ten employees could generate 20 trips (arriving to work/leaving work) per day and that fewer than half of the employees may leave the site for lunch or errands. Staff is recommending the following condition on the Twin Spruce PUD, Preliminary/Final (which would be placed on the site plan): 1. Future office uses at this site would be restricted to those office uses that would not generate traffic impacts in excess of 30 VTE (vehicle trip ends) per day. A point of clarification is needed regarding the number of employees for this proposed PUD. Staff has assumed that the two principals in Hawkeye Information Systems were included in the ten employees proposed for the site. It is the applicant's intent that they not be included in the number of employees. Thus, the maximum number of employees at the site would be ten, excluding the principals of Hawkeye Information Systems. 281 N. College Avenue • P.O.
