Dear Mr. Murrow,
For your information, attached is a copy of the Staffs comments concerning the Padia Minor
Subdivision Replat, that was presented before the Conceptual Review Team on January 31,
1994.
The comments are offered informally by Staff to assist you in preparing the detailed components
of the project application. Modifications and additions to these comments may be made at the
time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
11NIEETING DATE: January 31, 1994
ITEM: Padia Minor Subdivision, Replat
APPLICANT: Mr. Joe Padia c/o of Bill Murrow, Van Schaack of Fort Collins, Inc., 2120
South College Avenue, Fort Collins, CO 80525.
LAND USE DATA: Request to create a one lot subdivision and replat an existing one lot
subdivision for the purpose of splitting off an existing house on Hemlock Street from a larger
piece of property. The site is located west of College Avenue, south of Hickory Street.
COAIM[ENTS:
1. If the present or future owners of the existing house do not desire to upgrade the
electrical. system or.increase panel size, then Light and Power has no comments. If there
is a desire to upgrade, then please coordinate with Light and Power regarding placement
of an electrical transformer and the location of easements for providing underground
electric service to the house..
2. If the present of future owners of the existing house do not desire to upgrade the property
with domestic water and sewer services, then the Water and Wastewater Department has
no comments at this time.
3. The existing Lot One of the approved Padia Subdivision must retain at least 20 feet of
lot frontage on Hemlock Street in order to remain a legal lot. The new lot must leave
the existing lot with legal frontage.
4. The new lot should dedicate an access, utility, and drainage easement across the front for
the purpose of protecting the existing lot.
5. The new subdivision should include "being a replat of Lot One, Padia Subdivision" in
the subtitle.
6. The, Poudre Fire Authority has an immediate concern with the request for Certificate of
Occupancy for the garage structure being built. on existing Lot One of Padia Subdivision.
The issuance of the C.O. is contingent upon the construction of a fire access roadway
from Hickory Street south to Lot'One. This roadway must be paved or constructed of
gravel. It must be defined and easily identifiable for fire fighters. This roadway will

be allowed to be shifted to the west as proposed but must be dedicated on the plat as an
emergency access easement. It cannot be obstructed with materials or piles of fertilizer.
7. The fire hydrant should be shown on the plat.
8. The Stormwater Utility also has an immediate concern with the request for C.O. on the
garage. Before a C.O. will be signed by Stormwater, there must be an outfall structure
built according to the plans for the existing subdivision. The new lot needs to provide
a drainage easement across the front for the existing lot.
9. The Engineering Department recommends that utility easements be provided now, at the
time of platting, for future extensions for water and sewer services. If not provided now,
then such easements will have to be dedicated by separate legal instruments in the future.
10. The owner is advised that the subject property is just west of the study area for the North
College Avenue Corridor Area Plan. The property to the east, which is in the study
area, may re -zoned as a result of the new Plan. It is a possibility that the I-G, General
Industrial, zone may be replaced with the E-P, Employment Park, or I-L, Limited
Industrial zones.
On February 22, 1994, the Planning Department will be conducting a worksession with the City
Council on the direction of the North College Avenue Corridor Plan. It is anticipated that in
March, there will be a series of public meetings in order to obtain comments from the residents
and property owners in the area.
