The following comments are offered: 1. A legal lot must have a minimum of 20 feet of frontage along a publicly dedicated street. It appears that the lot does not have proper frontage on Hemlock Street. An adjustment should be made to create a "pole" for a "flagpole" lot. As shown, there does not appear to be legally dedicated access to the lot. 2. Please investigate whether or not Hemlock has 80 feet of dedicated right-of-way. This amount of right-of-way substantially exceeds the standard for a local street. 3. The only fire hydrant capable of providing fire flow is near the west end of Hickory Street. An access easement must be provided from the west end of Hickory Street to serve Lot 1. The size of the storage building may be limited by the available water supply. Please contact Warren Jones, Poudre Fire Authority, 221-6570, if there are any questions regarding the Fire Code requirements. 4. The Stormwater Utility has forwarded sheet 11 of 12 from the Dry Creek Master Plan. The owner should be aware of the channel diversion project shown on sheet 11. 5. Presently the site is in the Old Town Drainage Basin which has not stormwater basin fee. A new basin is under study, however, called the Poudre River Basin. This new basin will likely have stormwater fees associated with development once the basin is adopted by City Council. 6. Since the Padia residence is not a part of the plat, it is assumed that the proposed equipment and vehicle storage building will be the principal use on Lot 1. As a principal use (versus an accessory use), the building must be floodproofed or elevated properly above the base flood elevation. 281 North College avenue • P.O. Boy 580 • Fort Collins. CO.805'^-0580 • (303) "_'2l_0„ 1 7. A standard Drainage, Grading, and Erosion Control Report will be needed. Please be aware that an offsite drainage easement. may be an issue. 8. The 100-year floodplain must be shown on the plat with water surface elevations, and source and date of the information. 9. Onsite detention may be required unless the 100-year runoff is conveyed to the river- via the properly dedicated easements. 10. If the proposed structure is in the floodplain, a Floodplain Use Permit is required prior to issuance of a building permit and an elevation certificate is required prior to Certificate of Occupancy. 11. It is not clear if this plat represents a replat of a portion of those lots affected lots in Block 25. The dashed lines indicate that those affected lots are being replatted. Is this the case? 12. The legal description is incomplete, and please add the control monuments to the basis of bearing. 13. Add "Plat Of" to the title. 14. If the developer desires to serve Lot 1 with natural gas, then a utility easement must be provided from Hickory Street . 15. If the developer desires to serve Lot 1 with water and sewer service, then the appropriate easements must also be provided. 1.6. In the approval block for the Planning Director, please delete. "AS TO FORM". This concludes Staff comments at this time. It is suggested that three prints of a revised plat be re -submitted for further review. After review of the revised plat, and if all outstanding issues are resolved, the administrative hearing will be scheduled in accordance with the legal requirements for public notification.
