Dear Brian:
I understand you have some questions in the requirement for an
easement for the Padia Subdivision. The Uniform Fire Code as
adopted by the City requires that all new buildings have
access to fire protection water supply (Sec. 10..301c). In
this case, the proposed lot fronts on Hemlock Street where
there are no existing fire hydrants. The closest fire hydrant
to this site is directly east of the site on Hickory Street.
There are two options available to meet this requirement. A
water line can be extended and a fire hydrant added in Hemlock
or provisions. made on the plat for access to Hickory Street
from the new lot. It appears that providing an access
easement from the new lot to Hickory will provide access to
the existing fire hydrant. This appears to be far less costly
than extending a water line.
Your client should also be aware that the size of any building
constructed on the new lot will be limited by the water supply
capability of the Hickory fire hydrant. For example, if there
is 1,000 GPM available, a 3,600 square foot building would be
allowed.
