Light and Power has existing primary conductors running in the parkway along
the south side of the private drive. We may need to intercept these lines and
route to the relocated transformer. Please show this on the utility plans.
Intercepting these lines may have impacts to the existing trees in the parkway.
System modification charges will apply to relocate the transformer which will be
billed to the developer.

capacity fees will not be due as the service size and meter configuration will be

Forestry would still prefer that no excavation took place 7' from the trunk of this
willow. The critical root zone of the willow is estimated to be 27 feet radius from
the trunk of the tree, based on the diameter of the tree. The interior critical root
zone, in this case, is —13.5'. Any excavation within this area can compromise
the structural stability of the tree and significantly damage its damage. Please

refer to the diagram in LUC 3.2.1 (G).
Moreover, given the root structures of willows, it is very likely that if a concrete
edger is placed in that location, it would be lifted and damaged by the roots
over time.
Is it possible to place the bike parking in this location without the concrete
edger?
RMS Response: Concrete edger has been removed.

tree #7 (-27" willow). There shouldn't be cut or fill greater 4" in depth within the
drip line of existing trees, per Forestry's Tree Protection Standards.

Thank you for providing the details for the level spreader.
Similar to the concrete edger proposed around the bike parking, Forestry has
concerns about any excavation or fill —6' from the 25" and 26" cottonwood trees.
Beyond what's shown on the detail, are there additional impact anticipated for
the installation of the concrete edger?
In addition to concerns about root impact, there is a possibility that the spreader
may be damaged down the line due to the shallow nature of cottonwood roots.
Further coordination with Forestry and Stormwater would be helpful in this case
to determine if options exist to minimize root impact and damage to
infrastructure.
RMS Response: Nils Saha, Ralph Zentz, Basil Hamdan, Matt Simpson, Sam Eliason. and Shelley La
Mastra met on site on August 20, 2020 at 8:OOam to discuss. The final plans have been updated to reflect
the agreed upon approach of: Sod shall be stripped. 4" thick strip sandstone with rebar anchors on the back
side to hold in place shall be placed with a maximum of 4" of fill, no heavy machinery shall be allowed in
area other than sod stripper, wheel barrows and hand installation only, curb length to be reduced to middle
point of two (2) existing cottonwoods.

It appears that there is a proposed curb that's weaving through the trees in the
northwest comer near the floodway. Only half of these trees were inventoried.
What are the anticipated impacts to the root system with the proposed curb
(please provide details regarding extent of excavation, fill etc.)? An additional
site visit may be required to inventory any trees that may be potentially
impacted. Please note that cut or fill greater than 4" is not permitted within the
dripline, per Forestry's Tree Protection Standards.
RMS Response: Additional trees were inventoried and added to plans. Details that were provided did
adhere to the 4" within dripline. changes were made as indicated above.

The updated plans show the level spreader approximately 6-feet from the
existing cotton wood trees. This does not meet Forestry's requirements (no
disturbance within the "inner critical root zone' which is approximately 13-feet
from the tree). Forestry may have other requirements and questions about
construction methods. To proceed with the level spreader concept, another
focused meeting will be needed with Forestry and Stormwater.
'There may be an alternative way to calculate the width of the level spreader
and vegetative buffer- following a MHFD/ UDFCD approach. Please contact
me to discuss.

For the rain garden - I would like to see a grading detail and cross section

Please work with Environmental Planning to satisfy requirements for
development construction within the Natural Habitat Buffer Zone (NHBZ).

United Civil Response: We have added all the standard notes to the plans concerning work in the floodplain
and floodway. No grading improvements are planned within the floodway, but the construction of the walls
will require some work within the floodway. A note was added about restoring existing elevations to the
original grades on the north side of the proposed walls within the floodway. We have added a construction
fence to limit construction activity into the floodway and maintain a safe distance to Spring Creek trail.

Freeland from alm2s to review the overall design approach. In addition, an email correspondence
between Russ and Brad occurred on 7/8/2020 verifying that the building meets the total allowable area
using the mixed use occupancy calculation of A2, B and E occupancies. Russ replied back saying,
"Agreed, song we probably already covered this, just wanted to make sure."
