Comment Summary: Department: Historic Preservation Contact: Maren Bzdek, 970-221-6206, mbzdek(a)fcgov.com Topic: General Comment Number: 1 Comment Originated: 06/16/2020 06/16/2020: INFORMATION: As noted in your conceptual review, this project isn't subject to historic review regarding the exterior alterations to the building because the survey form determined that the building, as is, does not qualify as a historic resource due to lack of integrity. Because your project constitutes a historic restoration project, generally speaking, it might be worth considering whether it would meet the historic character/integrity requirements for a local landmark once the project is complete. If we could establish that the answer is yes (through further evaluation with the Historic Preservation Division), AND if you wished to designate the property in order to take advantage of the state tax credit opportunities for historic properties, you would want to begin that dialogue with us before any significant work on the building exterior begins. See redlines for more details. Per conversation with Spence on 9/28, further clarification was provided regarding demolition information needed. This included information regarding the need for the demolition plan to include the extent and square footage of demo'd asphalt required for widened sidewalks and drive access. The revised demo site plan included in the FDP identifies the extent and square footage. Also, please note that the proposed location of new utilities and infrastructure is included on the site plan (sheet Al03), not the demolition plan. Per conversation with Spence on 9/28 it was confirmed that this information is already on site plan and was missed in last review. A draft of the agreement will be prepared by the City after the first final plan submittal. Prior to preparing the draft, I will need the development agreement information form to be completed by the developer. This form is available at: hftps://www.fcgov.com/engineering/devrev.php. This form can be submitted at any time. If the form is not submitted with the first final plan (FDP) submittal, it could delay preparation of the draft DA. See previous comment. Comment Number: 13 Comment Originated: 08/03/2020 08/03/2020: FOR FINAL The sheet titled "Grading Plan" is not a grading plan. The sheet should probably be renamed something more accurate. This drawing was created as a request from Matt Simpson to show a "simple grading plan" which in effect shows existing water flows on the site. However, I noticed the flow arrows layer was turned off and these are turned back on in the submitted FDP drawings. Also, Please note I have changed the title of this drawings to read "Site Plan With Drainage Arrows sHOWN" Comment Number: 14 Comment Originated: 08/03/2020 08/03/2020: FOR FINAL Please adjust leaders, callouts, text, etc. to avoid linework or text over text (see redlines for examples). I have done additional drawing coordination to improve leaders, callouts, text, etc. In the FDP submittal the notes and callouts have been moved to the margins where possible to improve the legibility of the site plan. Comment Number: 15 Comment Originated: 08/03/2020 08/03/2020: FOR FINAL Per previous discussions, we will need to see what is proposed for the sidewalk connection at the southeast corner of the site. You should provide some sort of barricade, signage, etc. making it clear to cyclists and pedestrians that the sidewalk narrows to 4 foot at the property line. Per phone call with Spencer on 9/28, Spencer will follow up with other City Staff and let Nathan know what they would like to have done regarding this issue soon. In a follow up email on Oct. Nathan offered a couple of suggestions: For example, on Taft Hill, perhaps we should add a sign below the existing "Bike Lane" sign on the light pole announcing "Path Narrows"? On Mulberry St perhaps we should add a stand-alone sign in front of the fence also announcing "Path Narrows'? The project owners are happy to accommodate whatever the City feels ricis best as long as they can reasonably accommodate. We are still awaiting a response at this time. Any work that will disturb down to the sub -grade needs to be considered part of of the disturbed area. If this project disturbs greater then 10,000 square feet including parking areas erosion control materials will be required. Please verify the how the asphalt is going to be replaced or ground off and resealed so that we can make sure that the project does or doesn't require erosion control materials to be supplied. The following notes has been added to Sheets A101, A102 and A103 on the FDP: "RESURFACE AND RESEAL THE TOP LAYER OF ALL EXTG ASPHALT ON NORTH AND EAST SIDES OF THE BUILDING TO ACHIEVE A LEVEL AND SMOOTH SURFACE. MAINTAIN ALL EXISTING GRADES AND DO NOT DISTURB SUB -GRADE." In addition, a legend has been added to sheet A101 identifying those areas to be resurfaced without disturbing sub grade and those areas where complete removal is required. The total combined area of all resurfaced and completely removed areas, as noted on Sheet A101, is 9,817 SF. 07/20/2020: 06/12/2020. FOR INFORMATION: Based upon the submitted Planning Materials it has been determined that this project; will disturb less than 10,000 sq. ft., is not proposed to be in a sensitive area, has no steep slopes (greater than 3H:1V) within or adjacent to the project, and is not part of a larger common development that will or is under construction. Therefore, no Erosion Control Material submittal is needed. If this project substantially changes in size or design where the above criteria now 4 apply, erosion control materials should be submitted. Though the project at this time requires no erosion control material submittal, the project still must be swept and maintained to prevent dirt, saw cuttings, concrete wash, trash debris, landscape materials and other pollutants from the potential of leaving the site and entering the storm sewer at all times during the project in accordance with City Code 26-498. If complaint driven or site observation of the project seem not to prevent the pollutant discharge the City may require the project to install erosion and sediment control measures. Nearby inlets that may be impacted by the pollutants, in particular dirt, should be protected as a good preventative practice and individual lots should be protected from material escaping onto the sidewalk. If at building permit issuance any issues arise please email erosion@fcgov.com to help facilitate getting these permits signed off. The irrigation plans must comply with the provisions outlined in Section 3.2.1(J) of the Land Use Code. Irrigation line sleeves are required to all new landscaped areas. These sleves should also extend to the southern edge of the property (if the extg trees there need to be irrigated at some point and future active irrigation is needed). Irrigation plan will need to specify a watering budget requirements (e.g., Kentucky Coffeetree has a moderate water budget requirement with exception of 111 two years to get it established). Landscape contractors in Fort Collins will typically provide the irrigation plan as part of their service, not the architect. N
