As I have discussed with you previously, most of Mr. Bums' proposed development is located above the 5200 elevation and therefore can not be served by the City's existing water distribution system. Constructing new pumping and storage facilities to accommodate only a small number of building sites is probably not economically feasible. The lower cost on-line pumping options proposed by Mr. Burns' consultant are not acceptable to the City because of the operation and maintenance problems and costs associated with such facilities. It appears that since the District can provide service above the 5200 elevation, a more appropriate solution for Mr. Bums to pursue would be to request water service from the District. We have suggested to him that he should pursue this potential option and he has indicated that he would do so. If the District Board decides to accommodate Mr. Burns' request, the City would be willing to modify the present service area description, which is included in the Intergovernmental Agreement between the City and the District, to reflect that the Bums' development would be served by the District.
