Quail Ridge is a residential development located west of Overland Trail and south of Skimmerhorn Street. Quail Hollow, an adjacent residential development located east of Overland Trail and south of Drake Road, has a total of 378 single family lots either planned, under construction, vacant, or occupied. There have been traffic studies, similar to this one, done for various filings of Quail Hollow. Data from those studies were used in this traffic study. With the last filing of the Quail Hollow development, Overland Trail will be paved approximately 2700 feet south of Drake Road.. This work is currently underway. Quail Ridge will access at the Overland Trail/Skimmerhorn intersection (1000 feet south of Drake). The paved width of Overland Trail south of Drake should be 36 feet at the level of development considered in this traffic study. The City of Fort Collins conducted a traffic count on Drake Road just east of Yorkshire Street in September 1989. The daily, two-way traffic was 9.529. The morning peak hour traffic was 633 and the evening peak hour traffic was 936. Peak hour traffic counts were conducted in October 1990 to verify the use of previously prepared traffic studies. These traffic counts are shown in Figure 1. From these 1990 traffic counts, it is concluded that use of the traffic projections from previous traffic studies gives a reasonable expectation of peak hour traffic at full development of Quail Ridge. The trip generation from Quail Ridge is shown in Table 1. The reference for this analysis is Trip Generation, 4th Edition, ITE. The trip distribution used for the following traffic assignment was 85 percent to the east (along Drake Road) and 15 percent to the north (along Overland Trail). Overland Trail will not extend south of the Quail Hollow and Quail Ridge developments for a number of, years. It is assumed that there would be little or no traffic between Quail Ridge and Quail Hollow or other residential subdivisions in the area. Figure 2 shows the results of the trip assignments at the key intersections in the morning and afternoon peak hours. The existing traffic on Drake Road.was factored by 3 percent per year to obtain the 1.992 background traffic. The Overland Trail/Skimmerhorn intersection should be stop sign controlled with Overland Trail receiving the right-of-way. The Overland Trail/Drake intersection should be stop sign controlled with Overland Trail receiving the through movement. This is the safest way to control this intersection. Since there is a heavy east to north leg and north to east leg movement at this intersection, it is recommended that the westbound to northbound traffic be channelled out and controlled with a yield sign. Another alternative would be to channel the right -turning vehicles away from the stop sign and build a right -turn acceleration lane on northbound Overland Trail that would allow the heaviest movement an uninterrupted movement. Since the northbound traffic from the south leg of Overland Trail will be very small, either of these control options would operate safely and efficiently. Table 2 shows the operation at the key intersections. All intersections will operate acceptably. Acceptable operation is considered to be level of service D or better. Calculation forms are provided in the Appendix. At full development and occupancy, Quail Ridge is expected to add 360 daily trips to Overland Trail. In the peak hours, the added trips are expected to be 28 in the morning and 36 in the afternoon. While the percentage of trips added to Overland Trail when it is completed is high due to the low background volumes, the actual increase is very low. The traffic volumes generated by Quail Ridge are a very small percentage of the capacity of Overland Trail when it is completed. It is concluded that the impact of the Quail Ridge development will be very small and can be handled by the existing street system when completed. The paved width of Overland Trail should be 36 feet at this level of development. The cross section necessary to accommodate the expected traffic on Overland Trail should be one lane in each direction. This cross section can be striped on Overland Trail with 6 foot shoulders on each side. When the south leg of Overland Trail is opened to traffic, Drake Road should be stopped at Overland Trail. However, every effort should be made to allow the predominant traffic movements to operate as efficiently as possible. 2/12 360/423 2/11�.
