The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: April 23, 1990 ITEM: Wonderland Preschool -Child Care Home APPLICANT: Coralie Jacobs, 3018 Calvary Court, Fort Collins; CO 80.526 LAND USE DATA: Request for PUD to convert from existing day-care approved for 6 children to full-time preschool/child care home licensed f r 12 children.. COMMENTS: 1. This property is in the RL zone and does not carry with it a use -by -right. for a day care center licensed for 7 to 12 children. It will be necessary to submit a plan for review under the PUD process to allow for the proposed use. 2. A privacy fence around the intended use area will be necessary in place of the existing chain -link fence. 3. Smoke detectors/a1a-rests and fire extinguishers.will be required throughout the house to meet the City fire code. A one hour fire separation rating from the kitchen to the rest of the house must be provided. Any commercial cookina appliances added to the home would (require closing the kitchen off from the house, possibly by installing doors; and/or additional partition walls. 4. The fourth level, the private residence area in the home, will have to be physically separated and closed off from the child care portions of the house. One hour rated construction is required between (the residential and day care use. �2 ckex_ _ N�� 5. A second exit must be provided from the lower/garden level, possibly in the form of a door, in place of a window. The home must be handicapped accessible and at least; one bathroom for the child care use must be handicapped accessible. ylbrr� cv,,C_. 7. ;The preschool entrance as shown on the current drawing is from West Swallow Road. There is concern about the impact the traffic generated by this use will 'have on the street. Generally, a vehicular drop-off bay to unload passengers is required on a collector street, which is the designation of West Swallow. Possibly the drop-off point and main entry could be from Calvary Court. 8. A full traffic impact study is not required for this pIioject; however, a written narrative indicating the intended use and trying to anticipate traffic generation must be provided at the time of formal submittal. 9. A minimum of 2 off-street parking spaces will be required. Street parking will not be acceptable except for short-term unloading situations. 10. Water & sewer services that exist are adequate and will not need to be upgraded at this time. 11. Electric service is existing and will not need to Ue upgra ed at this time. 12. A neighborhood meeting will be required prior to submittal of an application for formal review. The submittal date for all required information is Monday; June 4. This would put you in line for the July 23 Planning & Zoning Board hearing. A list of APO's (affected property owners) within 500' will be required at least 2 weeks prior to the scheduled neighborhood meeting. Attached is a map showing the location of Wonderland Preschool -Child Care Home and the approximate limits for APO's within 500'. Please contact the Planning Depa tment as soon as possible to schedule the meeting.
