The following are COMMENTS, QUESTIONS, and CONCERNS expressed at a
neighborhood meeting for Wonderland Preschool and Child Care Center, 3018
Cavalry Court in Fort Collins. A request has been made by the applicant to
increase the size of this home daycare from 6 children to 12 children.
MEETING PLACE: Beattie Elementary School
MEETING DATE'. May 23, 1990
MEETING TIME: 7:00 to 8:10 P.M.
QUESTION: You are requesting a use for a home daycare for 12 children.
Will this be in addition to your own children?
ANSWER: Yes, my children are school age and are not in the home during
the day. There will be a period of time before and after school when my
daycare children and my own children will be together.
QUESTION: Can you, in fact, have many more children than 12 depending on
your current support staff and the possibility of that person having their
children at the home, also?
ANSWER: There is that possibility, that will have to be looked into
QUESTION: My concern surrounds the issue of an approved PUD for this
home use and what the impact would be should this applicant move and
another operator move in. Will this become a "use by right" or be
"grandfathered in" and will this carry with the property?
ANSWER` It will not become a "use by right" because the RL zone does not
allow this use under Zoning Code, but it can be approved through the PUD
process with departmental review and a recommendation as to an action passed
up to the Planning & Zoning Board. This approved use would then carry with
the property..
COMMENT: We are concerned about the impacts of multi -uses in the area
being that we live across from the school. There are on -going school activities,
heavv use due to the ballfields, so will the addition of a child care
significantly increase activities?
QUESTION: This home is Licensed for 6 children now, will this request
have to go through the PUD process to gain approval for 6 additional chil-
dren?

ANSWER: Yes, a child care center is defined as "a facility which is
maintained for the whole or part of a day for the care of seven (7) or more
children under the age of sixteen (16) years and not related to the owner,
operator, or manager" and is required by the City to be reviewed by the
Planned Unit Development process.
QUESTION: Will you be closed for any part of the year?
ANSWER: I will close for the month of July, and maybe for the entire
summer.

COMMENT: We do not want this- PUD condition on the property because it will
open the neighborhood up and perpetually allow this use on the property.
COMMENT: There is a need for homes of this nature in the city and this is
an appropriate location.
COMMENT: Generally, our concerns are the additional activity in the
neighborhood and the potential increase in noise.
QUESTION; Does the right of approved use carry with the property?
ANSWER: Yes, the use will carry with the property; however, any future
owner will have to be licensed by the State based on their own qualifica=
tions.
QUESTION- Can one person or one vote effectively cause denial of a pro-
posal?
ANSWER: No, this is subject to due process through overall staff and
interdepartmental review from which a recommendation will be derived to
submit to the Planning & Zoning Board for review and approval through pub-
lic hearing.
COMMENT: There is concern about overall impact to the neighborhood.
RESPONSE: The impact on this daycare and to the neighborhood would be
minimal in comparison to the present activities that currently exist in this
neighborhood.
COMMENT: The ►ast statement is the strongest possible statement to deny
this proposal.
QUESTION: What are the potential impacts to the neighborhood that
really concern you?
ANSWER (with a question): Why do you feel the need to go through with
this request?
ANSWER: Because it is required by State Social Services and the City to
enlarge this operation.
COMMENT: We don't want to confuse the Social Services license with the PUD
process.

QUESTION: What are your concerns as to neighborhood impacts?
ANSWER: The need to go through this PUD review process for an enlarged
operation license indicates potential for problem.
QUESTION: What ages will you be working with?
ANSWER: 2-5 years of age.
QUESTION: Does this use and license automatically carry with transfer
of the land?
ANSWER: The use approved on this property will, any future owner will
have to go through another license process.
COMMENT: There are long range as well as short range concerns associated
with this proposal.
COMMENT: I have known the applicant for over two years and want to say
that I feel that her qualifications are outstanding and that she provides for
and teaches the children in her charge at an extremely high level.
COMMENT: The issue is not a question of the applicant's operation but the
granting of the PUD.
QUESTION- What is your objection to the PUD?
ANSWER: This is an existing RL zone and a use of this nature will increase
the impacts on the neighborhood.
COMMENT: This will be a higher use, create increased activity and higher
density.
