For your information, attached is a copy of the Staff's comments concerning
3223 South Taft Hill Road Board and Care for 15 Elderly. which was
presented before the Conceptual Review Team on May 7.1990.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: May 7, 1990
ITEM: 3223 South Taft Hill Road Board and Care for 15 Elderly
APPLICANT: Mr. and Mrs. Paul Boone, 1109 Greenbriar Drive, Fort Collins,
CO. 80524.
LAND USE DATA:
27,000 square foot lot with existing duplex and warehouse/shop proposed for
residential board and care facility for up to 15 elderly clients. Home would be
owner -occupied with possible employees.
COMMENTS:
Since the request exceeds the maximum number of clients (8) allowed by
the Zoning Code for the R-L zone district, the proposal must be processed
as a Planned Unit Development. As such, a neighborhood meeting would
be required.
_. If the electrical capacity or electrical panel needs to upgraded to serve the
proposed use, then the City Light and Power Department must be
contacted. If no changes are anticipated, then the present capacity and
panel box are sufficient.
The water supply is provided by the Fort Collins - Loveland Water
District. If any changes are anticipated to the water supply system, then
please contact this special service district.
a. The sewer is on a septic system. If this system fails, it will not be
allowed to be replaced and the property would then have to be served by
public sanitary sewer. The public sewer is located in Taft Hill Road.
To tap into the public sewer, the sewer plant investment fee would have
to be paid.
There
are problems in meeting the
fire access and fire water supply
requirements
of the Fire Code. In
order to
satisfy the Fire Code, the
house
should be equipped with an
approved
residential fire sprinkler
system.
There should be no sleeping
quarters in
the basement. Otherwise,
egress
requirements would have to
be met.
The basement should also
have a
fire sprinkler system.
6. If a fire hydrant is required, it could tap off an existing 16 inch water
main Taft Hill Road. Installation and street patching would be at the
owner's expense.
i. The building must be handicap accessible. At least one bathroom must be
handicap accessible.
4 8. An additional 10 feet of right-of-way would have to be dedicated along
Taft Hill Road. Adjacent to this right-of-way, a 15 foot wide utility
easement would have to be dedicated. At the time of future expansion
C�d11- of Taft, you would be responsible for constructing the local street portion
&��Ic of Taft. This involves eet of pavement, four feet of sidewalk, and
gutter. This improvement s not required at this time but at the time of
street widening.

n The portion of the property that borders Primrose and is not paved would

0. The parking lot is presently gravel. If and when you decide to pave, this
will increase the impervious surface and would impact the storm drainage
patterns in the area. Consequently, a letter from a registered engineer
would be required to be submitted to the City's Stormwater Utility
Department. Such letter would state the details of the grading pattern,
the impact on adjacent properties, and on -site detention, if necessary. All
drainage improvements must be compatible with the existing improvements
on Primrose and Taft Hill Road. Please contact Susan Hayes, 221-6589,
for further details.
A neighborhood meeting will be required. The Planning Department will
arrange the time, date, and location. It will likely be held at Rocky
Mountain High School in the Band Room.
