NEIGHBORHOOD MEETING MINUTES
PROJECT: 3223 South Taft Hill Road, Spit Rail Manor Board and Care P.U.D.
APPLICANT: Mr. and Mrs. Paul and Rosie Boone

QUESTIONS, CONCERNS, COMMENTS
1. Would you close one of your existing homes if you received approval at
3223 South Taft Hill Road?
RESPONSE: Yes, we would definitely close one, and possibly two. However,
the closures would not be immediate due to the interior remodeling required.
2. There is no sidewalk on Taft Hill Road. Would your residents be out
walking around? With no sidewalk, it could be very dangerous.
RESPONSE: Our residents who go out for walks are accompanied by
supervisors. Currently, we have no sidewalk at our Greenbriar location so our
supervisors exercise caution.
3. Are any of your residents in wheelchairs or assisted by walkers?
RESPONSE: Yes, one resident is in a wheelchair, and 7 are assisted by
walkers.
4. As next door neighbors, would your residents complain about the lawn
mower or any source of noise?
RESPONSE: Probably not. Our home on Prospect is located next to a student
rental that played loud music and our residents never complained. Our
residents usually mind their own business and just want to be left alone.
5. Is a P.U.D. transferrable to another party at any time in the future?
RESPONSE: Yes, the P.U.D. runs with the land. Any potential owner may
come in and enjoy the specific land use approved by the P.U.D. If there is
any change in the type of client, or the number, then the P.U.D. would have
to be amended and go back through the approval process. This would include
a neighborhood information meeting.
6. Is the property on a septic system?
RESPONSE: Yes.

7. if your septic system fails, will it be required to hook up to a public
sanitary sewer?
RESPONSE_-: This is the jurisdiction of the County Health Department. It is
very likely, howeveri that should the system fail, the property would hook up
to the City's sanitary sewer located in Taft Hill Road.
8. As next door neighbors, we are concerned about the condition of the
septic system. Will you be adding bathrooms?
RESPONSE: Yes. Please keep in mind that the property has supported two
families since it is duplex, in addition to the shop.
9. If your septic system fails, will our system be impacted?
RESPONSE: This would be unlikely.
The residents attending the meeting expressed that there are no problems with
the proposed land use, but are concerned that the property be maintained and
the board and care facility be operated professionally without impacting the
neighborhood.
