Minor Plat which was presented before the Conceptual Review Team on May
7.1990.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL RE`1IEW STAFF COMMENTS
MEETING DATE: May 7, . 1990
PROJECT: Minor Plat
APPLICANT: Dick Rutherford, PO Box 429, Fort Collins, CO. 80522.
LAND USE DATA:
Request for a one -lot minor
subdivision for a parking lot
across from the
Faith Evangelical Free Church
which is located at 1601 W. Drake Road.
The
City of Fort Collins has entered into a land exchange
with the
Faith
Evangelical Free Church to swap approximately 11,600 sq. ft.
in an even
trade
from the Ross Open Space to
the church parking area and
vice -versa.
Total
land area is approximately 3.26
acres.
COMMENTS:
1. Light and Power needs to research the project before saying whether or not
normal development fees will apply. Development fees are normally on a
lot size/frontage basis. Light and Power will be glad to provide a more
detailed explanation of this procedure after they have had a chance to
research the proposal further. (see note * 9)
=. Zoning of the
site is R-L,
Low Density Residential
District. Minimum lot
size is 6,000
square feet
and the lot must have
a minimum 20 foot
frontage on a
public ROW.
The parking lot is a use
by right in this zone.
A PUD is not
required.
A minor subdivision may
be submitted for this
proposal.
3. The Storniwater Utility staff requests that a drainage report be submitted
showing proposed area to be paved. The report should detail how runoff
Will be managed and carried to Spring Creek. In addition, the flood way
and flood plain need to be indicated on the site/landscape plan. Storm
Drainage fees will be collected at Certificate of Occupancy.
4. Construction standards must meet or exceed city standards. Twenty foot
inside radii and 40 foot outside radii curves are minimum for emergency
vehicle access. The lot loop needs to be constructed to handle the load of
emergency vehicles.
5. Public access easements. bike trail easements, and storm drainage easements
must be shown on the plat. A fifteen foot utility easement is required
along Drake. There will be no street over -sizing fees on this project.
These fees will be addressed when the church applies for an addition at a
later date. There will be no submittal fee for the plat, as the city will
apply for the plat.
6. Utility plans will be required.
7. Parks and Recreation staff have worked with the applicant and reached an
agreement that will allow the bike trail to pass through the parking lot to
the signalized intersection of Drake and Dunbar. The Police representative
expressed concern also that pedestrians be encouraged to walk to the
signalized intersection for safety reasons. Parking lot design should steer
pedestrians towards the intersection and discourage random crossing of
Drake Road, possibly with the use of berming and landscaping.
8. A landscape plan will be required. The City's Natural Resources
representative suggested that landscaping be compatible in nature to the
Ross Open Space, possibly using native vegetation or xeriscaping to screen
the parking lot from the park and from the bike trail. Bob Wilkinson
from Natural Resources will research whether the area encroaches on
identified sensitive wetland or wildlife areas. The parking lot should be
well screened from Drake Road utilizing berms and shrubs. The Parking
ordinance requires a minimum of 6% interior landscaping.
9. After further research, Alan Rutz from the City Light and Power
Department has determined that there will be a charge (of approximately
$5000.00) for transmission Fine for street lighting based on street frontage.
The reasoning behind this charge is that in order to be consistent
throughout the city all developments will pay their share of the cost of
development. The existing street lights were paid up front because the
need existed prior to this development. The normal charge for primary
lines will not be triggered unless the proposed church addition or parking
lot lighting changes the present load creating a need to change the existing
main panel to handle the additional load. That charge will be based on the
lot square footage.
