Dear Mr. Sinnett:
City Staff has reviewed your submittal for Saturn of Fort Collins and offers
the following comments:
1. The South College Avenue ROW and its relationship to the existing site
should be shown.
✓2. Building elevations should be submitted that will depict the intent for the
building front signage and the nature of the new canopy on the southeast
side of the building. Details of the canopy will be necessary for review.
The height of the lettering on the building front signs should not exceed
18"-24".
3. The landscaping and "open space" existing is a very significant part of the
site. The flattening of the slopes/berms at the east side for the purpose of
displaying 7 cars is an inappropriate modification to the entry of the
Foothills Fashion Mall and to the site itself. The number of cars to be
displayed is inordinate and could adversely affect the character of this
entry/focal point. The display area on the north side of the entry as
planned could block the sight distance for cars entering and exiting the
parking lot. The overall scale and distribution of elements on the existing
site are very good. What can be done to facilitate a give & take in
changing the east portion of the site? Possibly look at other existing
dealerships and see how they have dealt with their outside display areas.
4. The auto display area, for 10 cars, to the west is in a good location.
However, widening the existing pavement to 30' creates a significant
impact on the site as it exists. Additional landscaping in the green
belt/buffer is recommended to give good visual separation between the
dealership and South College Avenue.
5. The free-standing Saturn pylon signs are not compatible with the existing
architecture and materials of the site. is it possible that the signage
concept could be modified to better conform with the existing site? The
Saturn automobile, with all the associated symbols and graphics, is not yet
a highly recognizable product in this area.

O6 Sidewalk connections to east along Foothills Parkway and to the north and
south along South College Avenue will need to be considered.
7. What type of new building and area lighting is being proposed for this
site?
/8. A handicapped pedestrian ramp is necessary at a location other than at the
V head of a parking space. The ramp as shown can be blocked by a parked
car. One 12' wide, signed handicapped parking space will be necessary near
the handicapped access ramp.
9. Utility services for the building
are existing and may be
reused if they
meet
the requirements of the new
occupant's use. A 15"
sanitary sewer
main
and an 8" water main are
located within the South
College Avenue
ROW.
No structures, signage, or
major landscaping will be
allowed within
10' of
either utility main.
J 10. The building will have to be provided with an automatic fire prevention
sprinkler system as indicated in Note 1 on the Site Plan.
J11. Where are bicycle parking and motorcycle parking areas planned to be?
J12. On -going maintenance of the irrigation and landscaping along South College
Avenue and Foothills Parkway adjacent to the site will be the
responsibility of the property owner.
13. The increase to the surface water runoff and erosion control have not yet
been addressed. No contours, either existing or proposed, were shown in the
drainage report.
This concludes staff comments at this time. In order to stay on schedule for
the August 27, 1990 Planning & Zoning hearing, please note the following
deadlines:
Plan revisions are due August 8, 1990 by 12:00 noon.
PMT's, colored renderings, and 10 prints are due by August 20, 1990.
Final mylars and site covenants are due August 23, 1990 by 12:00 noon.
I suggest we meet to discuss these comments at your earliest convenience.
Please contact the Planning Department to set up a meeting in the near future.
