The site is located at the southeast corner of South College Avenue and Foothills Parkway, being the main entry to the Foothills Fashion Mall. The site is zoned HB, Highway Business. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The land use is considered compatible with the surrounding area. There are presently numerous automobile dealerships and auto related uses in this area. The building was originally constructed for a savings & loan financial institution and appears to be adaptable to the intended use as requested. The architectural intent will not change, other than to enclose a small portion that was previously a drive -through window. The existing landscaping is very mature and creates a strong visual effect. The proposed landscaping, primarily included to buffer and enhance the outdoor auto display areas, is intended to be a blend of evergreen and deciduous shrubs that lend color and texture year around. Background: Final PUD, #34-90 • The surrounding zoning and land uses are as follows: N: HB; Goodyear Tire and Auto Center, being a portion of the Replat of Tracts F, G & J, and Vacated Service Road, Southmoor Village, Fifth Filing S: HB; Perkins Restaurant, FFM parking, being part of the Foothills Fashion Mall Extension Subdivision E: HB; Foothills Fashion Mall and parking, located in the Foothills Fashion Mall extension Subdivision W: HB; Colorado National Bank, being part of the Mourning Subdivision and the Villa PUD The property is zoned HB. This area was annexed into the City through the Spencer First Annexation in 1969. It was included on the Southmoor Village Fifth Subdivision plat that was approved in January of 1972. The original PUD, Empire Savings & Load PUD, was approved in November of 1972. The present building received its certificate of occupancy in April of 1975 and was previously used as a savings & loan financial institution. 2. Land Use: The proposed use consists of an automobile dealership locating a showroom, display areas and providing auto sales on an existing lot that had been constructed and operated as a savings & loan financial institution. There will be minimal exterior modifications to the existing building. Primary access to this site will be from Foothills Parkway, adjacent to the Footh- ills Fashion Mall parking areas. This request was reviewed under the Auto -Related and Roadside Commercial Point Chart D in the Land Development Guidance System. It received 63% of the maximum points required. Points were awarded for the following crite- ria: a)Not at two arterials; b)Part of planned center; c)Primary access on non -arterial; f)Joint parking; and h)Contiguity. 3. Desijzn: The existing building is a one-story traditional brick structure with a brown painted metal roof. The previous user of this site was a banking institution. There is an existing covered drive -through area on the north side that will be completely enclosed to create a protected service write-up area. The brick walls and roof of this addition will match the existing honey colored brick and brown painted metal roof. A canopy consisting of steel columns, beams, and ties painted a light gray will be added to the south side of the building at the main entry. Saturn of Fort Collins,Amended Final PUD, #34-90 • August 27, 1990 P & Z Meeting Page 3 The landscaping for this site was installed approximately 15 years ago and presents a very mature appearance. There is currently a good mix of deciduous and evergreen trees and shrubs. Three existing Ponderosa Pines will be removed from the site, two of these being very poor specimens with stunted growth. Two honeylocust trees will replace the pines to be removed. The City Arborist has visited the site and approves the removal of the pines. Substantial evergreen and flowering/fruiting shrubs will be added to the site along the auto display area adjacent to South College Avenue and around the two auto display areas at the east end. There will be display areas for as many as 16 automobiles outside the building and 3-4 automobiles inside. The outside areas will consist of: 1) 10 autos on the west side adjacent to South College Avenue; 2) 4 autos at the southeast corner of the property; and 3) 2 autos on top of the slope at the northeast corner of the building. There will not be any automobile servicing on this site. Autos will be written up for service here and then taken, by employees, to the existing Markley Motors site on the west side of South College Avenue for the actual work. Upon completion they will then be returned by an employee. Parking for this use consists of 10 existing customer parking spaces on - site at the south side of the property and 27 shared parking spaces, exist- ing, for Saturn and Foothills Fashion Mall just off -site to the south of the property. The parking provided is adequate for the proposed use. The signage will consist of fascia signs that are internally illuminated and will occur on three faces of the building. They will be individual fabricated aluminum letters with flat plastic faces, 22-1/2" in height. Two free-standing monument signs, one on each street frontage, will be installed. They will be internally illuminated aluminum face signs with routed graphics. The illuminated logo and typeface will be presented in red. Originally Saturn had proposed two double -pole pylon signs 17' in height for this site. In response to the encouragement by City staff to substantially lower the height of these signs and make them base mounted, the applicant has proposed the monument signs be 5' high on a concrete foundation with a sand -blasted finish, 15" high. This creates an overall image of 6'-3" high by 8'-6 1/2" long, totalling approximately 43 square feet per sign face. 4. Neiehborhood Compatibility: A neighborhood meeting was not held for this request. The nature of this use is considered to be compatible with the surrounding area and with the adjacent existing uses. Automobile dealerships and other auto related businesses, such as tire stores, prevail to the north and west. The Foothills Fashion Mall, with the Sears automotive service center as the anchor tenant, and associated parking is directly east and south. Saturn of Fort Colli• August 27, 1990 P & Z Page 4 RECOMMENDATION Amended Final PUD, #34-90 • Meeting This proposal for an Amended Final PUD for Saturn of Fort Collins meets the criteria of the Auto -Related and Roadside Commercial Point Chart and the All Development Criteria of the Land Development Guidance System. Therefore, staff recommends approval of the Saturn of Fort Collins, Amended Final PUD - #34-90. d +;.
