Subject: Saturn of Fort Collins Traffic Study
This memorandum addresses the traffic engineering aspects
of the Saturn of Fort Collins located in the southeastern
quadrant of the South College/Foothills Parkway intersection
in Fort Collins, Colorado. Saturn of Fort Collins is a new
car dealership affiliated with Markley Motors, whose principal
dealerships are located in the northwestern quadrant of the
South College/Monroe intersection. Saturn of Fort Collins is
proposed to occupy a building that was previously an Empire
Savings and Loan office with drive -up facilities. It is
expected that this building will house a new car showroom with
an outside display area, and an office used to conduct
automobile sales transactions. No vehicle service facilities
will be located at this site.
A traffic study was completed in May 1987 for the
Foothills Fashion Mall Expansion. This site access study
included all the existing and proposed future development and
redevelopment in the quarter mile area bordered by South
College Avenue, fforsetooth Road, Swallow Road, and Stanford
Street. At the time of this traffic study, Empire Savings and
Loan was in operation in the subject building.
Due to the recent traffic study done in this area, a full
traffic study was deemed to not be necessary. This memorandum
addresses a trip generation comparison between the former
savings and loan use and the proposed new car sales use, and
access to the site.
Trip Generation
At the time the Foothills Fashion Mall Expansion Site
Access Study was prepared, the subject building was occupied
by Empire Savings and Loan. This facility closed during the
summer of 1.989 according to Everitt Enterprises, Inc. staff.
Based upon a site plan, the savings and loan use occupied a
building of approximately 4840 square feet with at least three
drive -up windows. Table 1 shows the trip generation from the
savings and loan use based upon rates shown in Trip
Generation, 4th Edition, ITE for weekdays and Saturdays.

The new car sales use is to utilize the same building
with the drive -up area enclosed for service write up. The
total building will be comprised of 6250 square feet. Using
the same source of trip generation information, the weekday
and Saturday trip generation is shown in Table 2. The
description of the new cars sales use in Trip Generation, 4th
Edition states that the facility includes the sales area, auto
services and parts sales along with a sometimes substantial
used -car operation. The proposed Saturn of Fort Collins is
not expected to have auto service and parts sales at this
facility. The trip generation shown in Table 2 makes no
adjustment for not having these additional services.

The new car sales use will generate less traffic during
typical weekdays. The peak hour generation will also be less.
On Saturdays, the trip generation is approximately equal,
except that the new car sales is more evenly spread over the
whole day, where the savings and loan use is concentrated
during the morning hours due to typical Saturday business
hours. It is concluded that the new car sales use will
generate less traffic than the savings and loan use which was
at this site. Therefore, the Foothills Fashion Mall Site
Access Study still reasonably predicts the future traffic
condition considering this proposed change of use.

Site Access
Primary access to this site is via a right-in/right-out
access from Foothills Parkway. Other access would be via the
Foothills Fashion Mall parking lot. Observation indicates no
operational problems as long as vehicles stay in .the
designated driving lanes. Site circulation and parking appear
to be adequate for use of this type.
Conclusion
It is concluded that the proposed new car sales use on
this parcel will create less of an impact to the area
intersections than the previous savings and loan use. The
impacts in this area are adequately addressed in the Foothills
Fashion Mall Expansion Site Access Study, May 1987.
