HomeMy WebLinkAboutOVERLAND HILLS WEST RF SITE PLAN REVIEW - 38 90D - CORRESPONDENCE - STAFF'S PROJECT COMMENTS (3)Comm ty Planning and Environments ervices Planning Department City of Fort Collins September 18, 1992 Jim Gefroh Gefroh-Hattman Architects 145 West Swallow Road Fort Collins, CO. 80526 Dear Jim, The staff met in an Interdepartmental Meeting this morning and discussed your revised concept drawing for overland Hills West, RF Site Plan Review. I would like to offer the following comments that were expressed at this meeting: 1. I need to reiterate a comment from my letter to you addressed August 20, 1992 in response to our staff Interdepartmental Meeting of August 17th. Comment #28 read that "This request is not ready to go to the Planning and Zoning Board on September 28th due to the lack of information on utilities, storm drainacre and traffic impacts". These items were not addressed as part of the original submittal on August 3rd (see comments #6 & #9, Aug. 20th letter). They still have not been addressed and we are 2 weeks into the review period for the October 19th Board hearing. The idea of waiting until the September 30th plan revision date is just not acceptable, since the original submittal did not meet the City's requirements. If sufficient information is provided by September 28th, then this item can be considered for the November 16th Planning and Zoning Board hearing. 2._---- A_ follow—up neighborhood -_meeting_ (to_ the_one-held-July 22nd-) is required and should be scheduled to occur as soon as possible. An expanded APO Notification list is necessary to include the people that were present and involved in the first meeting, most of them being in the Springfield Subdivision. A map of the new notification area is available at Planning's Development Review Center counter. Staff feels that it is important for Kim Stuart to be present at this meeting, if at all possible, to express his intentions for this property and become more than a no -face out of town developer. 3. The submittal we have presently before us, though not a complete submittal as defined in Section 29-116 of the City Code, is being considered as a Preliminary Site Plan Review only at this time. Request for consideration of a Final Plan will have to be submitted and presented to the Board at a later date. 281 North College Avenue • P.O. The original Overland Hills West Site Plan submittal did not identify what is to happen at the east end of the development, between Overland Trail and the approved Overland Hills 1st & • 2nd Filings and Barnes property. City Parks & Recreation Department is interested in a bicycle/pedestrian trail easement along the west side of Spring Creek, with some or all of it conceivably on Overland Hills West. 5. There is still a question about the potential "single point of access" to this development (homes outside of a 660 foot distance) since Overland Trail is not planned to continue north or south of this property with this request. No secondary point of access is proposed. Have you discussed this situation with Warren Jones of the Poudre Fire Authority yet? Warren can be reached at 221-6570.. Presently, if this development were to be approved, the single point of access would occur at the intersection of West Horsetooth Road and Platte Drive. Providing individual residential in-house sprinkler systems is one solution to this concern (please refer to comment #7 of the August 20th letter). 6. The open space must be identified on this plan and the status defined in terms of ownership and maintenance. Please see Section 29-116 (2)(9) of City Code, attached. 7. The City Stormwater Utility has concerns about this plan and still 'has not received information sufficient to evaluate drainage requirements. There may be floodplain mapping requirements associated with Spring Creek for this request. Please contact Kathy Malers at 221-6589 with your storm drainage questions. 8. There was a statement related to farm animals on the original plan submittal in August. You should be aware of Sections 29- 115 and 29-116 (10) of City Code indicating the need to address this issue with an RF Site Plan Review. A copy of the section is attached. 9. The lots on the upper tier of the cluster development plan must be designed to be sympathetic to the area and comply with Section 29-116 (4)(6) of City Code, attached. 10. Is consideration being given to local street connections from this development to potential future development to the north and south? This completes staff review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. It is important to have a complete set of documents to the City by September 28, 1992 to enable you to be on line for the November 16, 1992 Planning and Zoning Board hearing. , Please contact me at 221-6750 if you have questions or concerns related to these comments.
