RIC ENSDORF CITY OF FORT COLLINS TRAFFIC ENGINEER RE: OVERLAND HILLS WEST TRAFFIC IMPACT ANALYSIS DEAR MR. ENSDORF; THE PROPOSED OVERLAND HILLS WEST PROJECT LIES WEST OF THE INTERSECTION OF TAFT HILL ROAD AND HORSETOOTH ROAD. PRESENTLY HORSETOOTH ROAD IS IMPROVED PRIMARILY ON ITS SOUTH HALF FROM TAFT HILL ROAD TO HORSETOOTH COURT IN THE OVERLAND HILLS 2ND FILING. A PORTION OF HORSETOOTH ROAD IS IMPROVED TO ITS FULL WIDTH FROM TAFT HILL TO AUNTY STONE STREET SERVING THE NEW ELEMENTARY SCHOOL. THE PROJECT WILL GAIN ITS PRIMARY ACCESS FROM II-IE CONSTRUCTION OF OVERLAND TRAIL, AN ARTERIAL. OVERLAND TRAIL WILL BE CONSTRUCTED TO AN ARTERIAL WIDTH ALONG THE WEST SIDE OF SPRING CREEK AND RUN NORTH TO SOUTH ACROSS THE PROPERTY. HORSETOOTH ROAD WILL BE CONSTRUCTED FROM WHERE IT STOPS AT HORSETOOTH COURT, ACROSS SPRING CREEK, AND INTERSECT WITH OVERLAND TRAIL. AS PLANNED, OVERLAND TRAIL IN THE FUTURE WILL TIE TO WHERE IT STOPS WITHIN THE QUAIL HOLLOW SUB_DIV_ISION TO THE NORTH AND CONTINUE TO THE SOUTH FOR A FUTURE TIE TO 38E. A MAJOR BRIDGE STRUCTURE ACROSS SPRING CREEK IS PLANNED WITH THIS DEVELOPMENT TO ACCOMMODATE EXPECTED STORM FLOWS IN SPRING CREEK. THE BRIDGE STRUCTURE WILL BE CONSTRUCTED TO A FULL ARTERIAL WIDTH WITH THIS DEVELOPMENT. INCLUDED WITH THIS DEVELOPMENT WILL BE THE GRANTING OF R.O.W. FOR THE NORTH HALF OF HORSETOOTH ROAD. AT THE REQUEST OF THIS DEVELOPER THE LAND OWNER NORTH OF HORSETOOTH ROAD HAS AGREED TO DEDICATE THE NORTH HALF R.O.W. FOR HORSETOOTH ROAD ALONG HIS BOUNDARY. THIS WILL COMPLETE THE ESTABLISHMENT OF REQUIRED R.O.W FOR ALL OF HORSETOOTH ROAD FROM TAFT HILL TO THE INTERSECTION AT OVERLAND TRAIL. THIS DEVELOPMENT WILL_ CONSTRUCT TO CITY ARTERIAL STANDARDS THE NORTH HALF OF HORSETOOTH ROAD FROM WHERE PLATTE DRIVE INTERSECTS WITH HORSETOOTH ROAD TO ITS INTERSECTION WITH OVERLAND TRAIL. THIS DEVELOPMENT WILL ALSO CONSTRUCT OVERLAND TRAIL TO ITS FULL ARTERIAL WIDTH WITH THE PROJECTS 1ST PHASE. IT IS THE INTENTION OF THIS DEVELOPMENT TO REQUEST THAT THE POUDRE VALLEY FIRE AUTHORITY ALLOW HORSETOOTH ROAD AND OVERLAND TRAIL TO SERVE AS MEETING REQUIREMENTS FOR TWO POINTS OF ACCESS GIVEN THEIR WIDTH AND STATUS AS CITY OF FORT COLLINS ARTERIAL. TRIP GENERATION: TRIP GENERATION IS IMPORTANT IN CONSIDERING THE IMPACT OF A DEVELOPMENT SUCH AS THIS UPON THE EXISTING AND PROPOSED STREET SYSTEM. THE PROJECT, DUE TO ITS LOW DENSITY NATURE, WILL PROVIDE LITTLE IMPACT TO THE PROPOSED ARTERIAL SYSTEM SERVING THE AREA. THE PROJECT INCLUDES A TOTAL OF 63 LOTS SERVED BY TWO LOCAL STREET SYSTEMS WHICH INTERSECT WITH OVERLAND TRAIL. DUE TO THE LAYOUT TRIPS WILL BE EVENLY DISTRIBUTED BETWEEN THE TWO LOCAL STREETS. USING AN AVERAGE OF 10 TRIPS PER DAY PER HOUSEHOLD THE PROJECT WILL GENERATE 630 TRIPS PER DAY ONTO THE PROPOSED ARTERIAL SYSTEM. UNTIL OVERLAND TRAIL CONNECTS EITHER TO THE NORTH OR TO THE SOUTH THE SYSTEM IS A DEADEND THEREFORE IMPACT WILL STAY AT A LOW LEVEL. IF YOU NEED ADDITIONAL INFORMATION PLEASE LET ME KNOW.
