ITEM 1. I BELIEVE YOU ARE IN ERROR IN YOUR EXPLANATION OF THE APPROVAL PROCEDURE FOR A RF ZONED PARCEL. THE PROCESS IS THE SAME AS FOR ANY SUBDIVISION PROCESS IN THAT THERE IS A PRELIMINARY SUBDIVISION APPROVAL_ OF A PLAT AND PRELIMINARY UTILITY INFORMATION AND THEN A SUBMISSION FOR APPROVAL OF THE FINAL PLAT AND FINAL UTILITY PLANS. THE RF ZONE ALLOWS FOR THE CLUSTERING OF LOTS UPON SUBMISSION OF A SITE PLAN FOR APPROVAL ALONG WITH THE PRELIMINARY PLAT. THE SITE PLAN DOES NOT PROCEED TO A FINAL APPROVAL ---- ONLY THE FINAL PLAT AND FINAL UTILITY PLANS. STEVE, I HAVE REVIEWED THE PRELIMINARY UTILITY INFORMATION WITH STEWART AND HAVE CHECKED THE SUBMISSION REQUIREMENTS. IT IS OUR BELIEF THAT WE HAVE MET THE INTENT OF PRELIMINARY SUBMISSION AND WILL RESPOND TO REVISIONS BY THE REQUIRED DATE. ITEM 2. SPECIFIC COMMENTS: a. NOTED ON THE PLAN b. PLANS HAVE BEEN CORRECTED C. IT IS PROPOSED THAT A FUTURE TRAIL INTERSECT WITH THE OVERLAND TRAIL R.O.W. IF ACQUIRING R.O.W. THROUGH THE BARNES PROPERTY PROVES DIFFICULT. d. ADDRESSED BY ENGINEERING e. SHOWN ON PLAN f. THE NATURE OF THE OPEN SPACE IS PASSIVE. IN AN EFFORT TO PRESERVE THE SENSITIVE ECO STRUCTURE WE BELIEVE THAT PUBLIC BICYCLE\PEDESTRIAN ACTIVITY SHOULD NOT OCCUR IN THE PRIVATE OPEN SPACE. 98% OF THE LOTS HAVE DIRECT ACCESS TO PRIVATE OPEN SPACE THROUGH THERE BACK YARDS. g. NOTE #3 IS CORRECT. THE REQUIREMENTS CALL FOR BUILDING ENVELOPES. In. A NOTE ON BUILDING DESIGN IS REQUIRED BY THE ZONING CRITERIA. i. REFERENCE NOTE #2. IT IS EXPLAINED CLEARLY. j. THERE WILL NOT BE FARM ANIMALS. k. NOTED ON THE PLAN 1. NOTE ADDED. ITEM 3. ADDRESSED BY ENGINEERING ITEM 4. GENERAL COMMENTS a. NOTED. b. STEVE, I BELIEVE SUFFICIENT ROOM HAS BEEN ALLOWED WITHOUT IMPACTING NATURAL DRAINAGE TO THE NORTH. I ALSO BELIEVE THAT THE OPEN SPACE ALONG THE SOUTH PROPERTY LINE IS IMPORTANT AND IS IN CHARACTER WITH THE OVERALL FEELING OF THE DEVELOPMENT. C. NOTED d. NOTED e. WE BELIEVE THAT TO CLUSTER SMALLER LOTS TO A GREATER DENSITY ON THE LOWER PORTION OF THE DEVELOPMENT WOULD VISUALLY IMPACT THAT AREA OF THE DEVELOPMENT. THE LARGE AMOUNT OF OPEN SPACE ALONG OVERLAND TRAIL PROVIDES THE OVERALL FEEL THAT IS IMPORTANT TO THE RF ZONING. f.
