HomeMy WebLinkAboutOVERLAND HILLS WEST RF SITE PLAN REVIEW - 38 90D - CORRESPONDENCE - STAFF'S PROJECT COMMENTSCommi y Planning and Environmenta: xvices Planning Department City of Fort Collins December 21, 1992 Jim Gefroh Gefroh-Hattman Architects 245 West Swallow Road Fort Collins, CO. 80526 Dear Jim, Staff has reviewed your submittal documentation for the Overland Hills West, RF Site Plan Review (including Preliminary plat, utility, and drainage plans), and would like to offer the following comments: 1. it will be important to review the previous comment letter dated October 15, 1992 from the Planning Department to be assured that your revised plans incorporate the pertinent requirements. 2. It must be noted on the Site Plan that all buildings will be fire -sprinkled since this development will not comply with the secondary emergency access requirement of the City: 3. Note 2.k) of the October 15th letter should be referred to and these items should be addressed: a Y A planting detail should be added to the plan. b)/ Note stating that "A free permit must be obtained from the -City -Forester before any trees -or shrubs as noted on this plan are planted, pruned, or removed on the public right-of-way". c) The City Forester has indicated that certain trees and shrubs would be more appropriate than several presently VVO shown on the plan. Please contact Tim Buchanan at 221- 6640 if you have reasons for installing the plants as specified. d) Note stating that "All landscaping must be installed or secured with an irrevocable letter of credit, escrow, or performance bond for 125% of evaluation of landscaping as indicated on this plan prior to issuance of a certificate of occupancy". 281 North College Avenue • P.O. The flared area at the west end of the 30' public access (to be dedicated to the City) should be enlarged to allow the planned trail to meander up that steep embankment. It would be best to make that line as close to Lot 49 as possible. 5. Note 2 under the Plant List indicated that the developer will maintain the streetscape within the Overland Trail right-of- way. Will the developer be perpetually involved in this development? It would seem logical that the Homeowner's Association would assume responsibility for the maintenance at some time. 6. A revised drainage report, with supporting calculations, should be submitted to the City as soon as possible to give the Stormwater Utility sufficient time to review the documents. This completes the review comments at this time. I would like to reiterate the importance of reviewing the previous City comment letter. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the January 25, 1993 Planning and Zoning Board hearing: Plan revisions are due January 6, 1993 by 12:00 noon. Please contact me for the number of folded revisions required for each document. PMT1s, renderings, and 8 folded copies of final revisions (for the Planning and Zoning Board packets) are due January 19, 1993. Final documents (including the signed development agreement, applicable mylars and utility plans) are due January 21, 1993 by 12:00 noon.
