Dear Ric;
City staff has reviewed your submittal for Overland Hills, Second Filing -Final Subdivision,
and has the following comments to offer.
A bearing and distance should be provided for the portion of the section line between
the Northwest Corner of Section 33 and the northwest corner of Overland Hills, Second
Filing Subdivision.
2 -, The primary point of access to Overland Hills is the intersection of West Horsetooth
C Road and Platte Drive into Springfield Subdivision, 6th filing. What is the distance
from the northeast corner of Overland Hills to the intersection of West Horsetooth and
Platte Drive? The distance from the northeast corner of the subdivision to the center
point of the cul-de-sac on Horsetooth Court is 632'. The standard 660' maximum
distance from single point of access to satisfy the emergency fire access code
requirement must be addressed with this development. An option would be to provide

3. ) A fencing setback along West Horsetooth Road should be considered to avoid the
�� "canyon effect' that frequently occurs along major thoroughfares when fences are built
right up to the ROW's, allowing for only minimal separation between fences on either

4. TRACT "A" should be dedicated to the City for Drainage & Future Trail purposes (it
is not a Utility & Drainage Easement nor open space, as shown). This will make
potential buyers of the adjacent lots aware that there will be a trail here and it is not
going to remain as undeveloped open space. If the alignment of Overland Trail
extension is contiguous to this tract, City Parks & Recreation will not participate in the
road construction.
Also, TRACT "A" is to accommodate the floodwav only, as provided with the First
Filing. A drainage easement outside of the tract to accommodate the floodolain will be
necessary.
5. The HEC-2 analysis for the floodway/floodplain delineation must be completed and an
off -site drainage easement on the property to the north of West Horsetooth Road must
be provided prior to final approval.

6. The City Natural Resources Department has concerns about the provision of adequate
space in the Spring Creek basin to allow for a bicycle/pedestrian trail that may double
with habitat enhanced areas, primarily through landscaping.
The west lot lines for Lots 1 & 4 range from 60' to 90' away from Spring Creek. Is this
adequate buffer between the proposed septic systems and the creek? Natural Resources
is requesting that Larimer County Environmental Health review the situation.

Water service will be provided by Fort Collins -Loveland Water District.
8. At the present time there is no sewer service available to this property. Eventually, the
Dixon Creek sewer main (3/4 of a mile north of this site) will be extended south from
the Quail Hollow Subdivision. If septic systems are proposed for the interim, means of
assuring that a main is built into Overland Hills Subdivision and that the homeowners
connect to that main must be provided at this time.
Please contact either Jerry Blehm or Rich Grossman at the Larimer County
Environmental Health Department to determine the siting criteria requirements for
installation of an on -site septic system in the City.

10. Funds must be deposited with the City for the local share of West Horsetooth Road west
of the proposed end of construction phase. •pet�� \ AeffoGe , G_- w/1�
IL Lot 1 must be graded properly for future construction of West Horsetooth Road to occur
without disruption to that lot. Adequate notation must be added to the Final Plat to
assure that future owners are informed and understand that improvements are still to
be done pr the improvements to West Horsetooth must be constructed at this time.
12. The developer should contact Light & Power to discuss the requirements needed to
complete this project. Both Overland Hills, First & Second Filings have special problems
that will need to be overcome before L & P will be able to provide power to these
projects.
There are also special problems associated with developing the remaining portion of
Overland Hills, Phases C through E. The developer should contact Light & Power early
in the planning process to discuss how power will be provided to these parcels.
13. Three phase power is currently available at the northwest corner of West Horsetooth
Road and Auntie Stone Street. This is approximately 1/2 mile east of the proposed
subdivision. Alignment and elevation for curb and gutter along the north side of the
street will need to be determined to provide off -site access to the development. In
addition, ROW will have to be dedicated or an easement acquired to install the electric
system. The location for a 10' x 10' electric vault will also need to be determined. All
the costs associated with the acquisition of off -site access including easements will be
the responsibility of the developer.
If future street alignment is not determined an easement will need to be acquired and
an overhead electric line will be built. All costs associated with the acquisition of Off -
site access including easements and the construction of an overhead line will be the
responsibility of the developer.
14.• ;' Please clarify the purpose of the 10' easement along the south and east property lines
of the subdivision. Also, an additional 6' utility easement will be necessary on Lots I &
4 parallel to the Drainage & Future Trail parcel.
15. An oval vault will be installed behind the curb between Lots 2 & 3. The water services
shown in this location will have to be moved to mid -lot. This vault will be used as a
source for Overland Hills, First and Second Filings.
16. West Horsetooth Road to Overland Trail extension, including the intersection of the two
streets, will have to be designed at this time.
17. The ditch between the back of curb and sidewalk is not compatible with underground
power and street trees to be installed between curb & walk.
18. Future sewer is not shown. Show where it will be so that streets will not need to be torn
up at a later date.
19. The walk on one side, f Horsetooth Court is not required since this street serves large,
rural lots. However, "e sidewalk is recommended by City Transportation Department
to provide access to the elementary school for the children via West Horsetooth Road.
This concludes staff comments at this time. In order to stay on schedule for the January 28,
1991 Planning and Zoning Board hearing, please note the following deadlines:
Plan revisions are due January 9, 1991 by 12:00 noon 9�tQ mg�- CSCV4A

Final documents are due January 24, 1991 by 12:00 noon
