Dear Dick:
City staff has reviewed your submittal for Overland Hills, First Filing - Final
Subdivision, and offers the following comments:
1. A Vicinity Map that meets the criteria set forth in the subdivision --
submittal requirements should be included on the final plat.
2. The cul-de-sac streets as shown will be a 36' wide pavement section within
a 54' Row of Way. Has the idea of proposing 28' wide streets within 46'
ROW's been con.iaered for this development? The line of thinking is that
conceivably narrower. streets would be more appropriate with only 10 lots
on single loaded streets.
3. Environmentally sensitive areas, predominantly associated with the Spring
Creek drainage basin, should be identified and defined on the final plat.
4. Any relocation of existing utility easements will be at the developer's
expense.
5. A sewer main which must be built to serve the subdivision will connect to
an existing City main in Platte Drive.
6. The 20' "Drainage Easement" between Lots 8 & 9 must also be a "Utility
Easement". Additional width to this easement may be necessary to allow 4'
for installation of underground electric (depending on the actual width
required for the drainage system).
7. The 10' easement at the back of Lots 7 & 8 between Platte Place and the
common lot line for 8 & 9 was shown as a "Utility & Drainage" easement
on the Preliminary Plat. Please check with City Stormwater Utility to
determine if that designation is still required.
8. Access to this subdivision is contingent on the Amended Plat of Lots 24,
25, and 26, Springfield Subdivision, Sixth Filing being recorded. That
subdivision is in Larimer County and must be recorded prior to final
approval of Overland Hills by the City. What is the status of that replat?
Also, a means to construct Platte Drive south to this intersection must be

worked out between the owners/developers of Overland Hills and
Springfield Subdivisions.
9. No drainage report has been received. A review can not be done until the
report and the floodplain analysis have been submitted.
10. It was stated at the time of Preliminary Plat review that the engineering
and stormwater concerns and potential impacts associated with the future
construction of Overland Trail Extension are significant and should be
considered simultaneously. A preliminary level of design for Overland Trail
will be necessary to address these issues. A condition of approval of the
Overland Hills, First Filing Preliminary Plat was that "a HEC-2 analysis,
stream profiles and cross -sections will be provided at the time of final
review so that easements and tracts can be determined". These
requirements have not been met as of this date and staff is not oreoared
to take this reouest for Final anoroval of Overland Hills, First Filing to
the Planning & Zoning Board on November 19, 1990.
This concludes staff comments at this time. I suggest we meet to discuss these
comments at your earliest convenience. Please contact the Planning Department
to set up a meeting in the near future.
