A request for final subdivision approval for 10 single family lots
on 4.06 acres. The site is located approximately 1/2 mile west of
South Taft Hill Road and 800 feet south of the proposed West
Horsetooth Road extension alignment. This property is zoned R-L-P,
Low Density Planned Residential, and is bordered predominantly by
Larimer County residential subdivisions and rural farm property.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The applicant proposes 10 single family lots on this 4.18 acre
site. The final plan conforms with the approved preliminary
subdivision plat and the R-L-P, Low Density Planned Residential
Zoning District requirements. Preliminary plat conditions have been
met regarding 1) a trail easement requested by Parks & Recreation;
2) recording of a replat of Lots 24, 25, 26 in the Springfield
Subdivision, Sixth Filing in Larimer County to provide access to
Overland Hills, First Filing; 3) language added to the Overall
Development Plan for Overland Hills stating that Tract 'C' will be
responsible for the costs of extending Overland Trail to the south;
and 4) sufficient storm drainage analysis to determine a floodway
tract and floodplain easement. Revisions to the Overland Hills,
Second Filing are necessary to reflect off -site stormwater drainage
solutions for the First Filing. These revisions must be made to the
Second Filing plans prior to recording of the First Filing
documents.

COMMENTS:
1. Background:
The surrounding zoning and land use is as follows:
N: RLP; proposed large -lot single family homes (Overland
Hills Subdivision, Second Filing)
S: R; unincorporated Larimer County); existing single family
homes (Springfield Subdivision, Sixth Filing)
E: R-2; (unincorporated Larimer County); proposed single
family homes (Springfield Subdivision, Sixth Filing)
W: RF; proposed single family homes
The Overland Hills, First Filing - Preliminary Subdivision was
approved, with conditions, by the Planning and Zoning Board on
September 24, 1990.
2. Land Use:
This request is for final approval of a 10 lot subdivision plat.
All lots exceed the 6,000 square feet minimum and the area
requirements of the Zoning Code for the R-L-P District. Lot sizes
range from 8,997 to 19,940 square feet.
On September 24, 1990 the Planning and Zoning Board approved the
Overland Hills, First Filing - Preliminary Subdivision, with the
following conditions:
1. The applicant coordinate a trail alignment with Parks &
Recreation and grant a 50' wide easement to the City of Fort
Collins for Spring Creek Trail, as identified in the Parks and
Recreation Master Plan, prior to Final approval of Overland
Hills, First Filing Subdivision.
2. The Amended Plat of Lots 24, 25, and 26, Springfield
Subdivision, Sixth Filing be recorded in the Office of the
Larimer County Clerk & Recorder prior to Final approval of
Overland Hills, First Filing Subdivision.
3. Language be provided on the Overland Hills Subdivision
Development Plan at the time of Final approval committing the
property owner(s) of Parcel 'C' to be responsible for their
portion of construction of both the east and west sides of
Overland Trail extension when it is built.
4. A HEC-2 analysis, stream profiles and cross -sections will
be provided at the time of Final review so that final
easements and tracts can be determined.

These conditions have been addressed and met. Tract "A", west of
and contiguous to Lots 5 & 6, will be deeded to the City with the
First Filing plat for a perpetual drainage and trail easement.
3. Enctineering•
A temporary construction easement for construction of Platte Place
and Platte Court, or a letter of agreement from the owners of the
property adjacent to the west is required prior to recording of the
Final plans.
4. Transportation:
The proposed lots will gain access from internal subdivision
streets and cul-de-sacs via Platte Drive, a dedicated public street
platted with Springfield Subdivision, Sixth Filing in Larimer
County. Platte Drive is completely built from West Horsetooth Road
to County Road 38E. A replat of Lots 24, 25, and 26 of Springfield
Subdivision, Sixth Filing, providing access to Overland Hills
Subdivision, First Filing, has been approved by the Larimer County
Board of County Commissioners and is on record in the Larimer
County Clerk & Recorder's Office.
The applicant is stating that the Overland Trail extension (as
shown) is solely contained within Parcel 'C' of the Overall
Development Plan for Overland Hills. Construction of the future
street extension will be the responsibility of the developer of
Parcel 'C', with a note stating this on the Overall Development
Plan.
5. Storm Drainage:
The HEC-2 analysis, stream profiles and cross -sections have been
completed in accordance with Condition 4 on the Preliminary Plat;
therefore, Tract "A" has been delineated and is being dedicated for
the Spring Creek floodway and possible future trail, and a drainage
easement is being granted for the Spring Creek floodplain on Lots
5 and 6.
The off -site drainage solutions have been revised since Preliminary
approval. The original intent to release surface water into the
existing detention pond in the Springfield Subdivision, to the
northeast, no longer is planned. The surface water will now be
carried by an open Swale, between Lots 9 and 10 in the First
Filing, across Lots 3 and 4 in the Second Filing, to a detention
pond in the southwest corner of Lot 4 of the Second Filing. The
owners of Lots 3 and 4 in the Second Filing are responsible for the
maintenance of these drainage facilities. The utility plans for the
Second Filing must be revised to reflect the changes in drainage

and notes regarding maintenance must be added to the grading and
drainage plan and plat for the Second Filing. In addition,
appropriate drainage easements must be dedicated on the Second
Filing plat or by separate document. These items will need to be
completed prior to the Stormwater Utility signing the utility plans
for the First Filing. The Development Agreement for the Second
Filing will be required to contain language in reference to
maintenance of the drainage facilities.
RECOMMENDATION
This proposal complies with Overland Hills, First Filing -
Preliminary Subdivision that was approved by the Planning and
Zoning Board on September 24, 1990. All the conditions of approval
have been met. Therefore, Staff recommends approval of Overland
Hills, First Filing - Final Subdivision, #38-90B.
