Dear Ric:
City Staff has reviewed your submittal for Overland Hills, Second Filing,
Preliminary Subdivision and offers the following comments:
I. This request will need to go through the full subdivision review process
due to the complexity of some of the issues associated with this project.
The large lots as proposed, approximately 2.3 acres each, contradict the
Land Use Policies Plan. and will require justification for development in
this location and at this density. Policies cited include, but are not limited
to, No's 3, 12, 13, 14, 75, 78, 79, 87, 89, and 92.
3. A 6' utility easement is required on each lot along the side lot line
between Lots 2 & 4.
4. Utility easements adjoining Horsetooth Road and Horsetooth Court should
be labeled as "Utility Easement".

A 50' wide
trail easement shall be dedicated to the City
of Fort Collins for
the Spring
Creek Trail, as
identified in the Parks and
Recreation Master
-Plan. This
may tie included—as—part—of—the75'—Utility—&—Drainage—Easement
as shown.
There is concern
as to how the area between
Proposed Overland
Trail and
Spring Creek will
be developed. The entire
width shown is not
needed for
the trail easement. The City should not be
put in the position
of building the east 1/2 of
Overland Trail just because
it owns the trail
ROW.
6. It will be the responsibility of the developer to construct the local street
portion of West Horsetooth Road extension and enter into an agreement
with the City at this time to participate in the construction of the local
street portion of a future Overland Trail exj�{�sion. Also, 1/4 of the cost
of the local street portion of a bridge ovef Spring Creek will be an
obligation of this development.
7. The engineering and stormwater concerns and potential impacts associated
with future construction of Overland Trail extension arc significant and
should be considered simultaneously. A preliminary level of design for

Overland Trail will be necessary to address the issues.
A dedication for the intersection of West Horsetooth Road and Overland
Trail will be required with this development.
9. The Stormwater Utilitydrainage concerns are as follows:
Plat/Plans
a) It is preferred to have Spring Creek in a Tract. The City will
maintain natural drainageways.
b) Show existing swales, culverts, and the pond outfall. Will the pond to
the east be able to discharge into the curb & gutter?
c) Extend the floodplain delineation to the south and show location of the
existing residence to the south.
Report
a) Expand upon the downstream conditions. It is understand that there isn't
a clearly defined outfall through the farmer's property to the north. what
is the status of resolving this? It needs to be resolved prior to final
approval.
b) The calculations for the floodplain must take into account the extended
Overland Trail. The Spring Creek Master Plan gives a floodplain
delineation just north of Horsetooth Road extended. Yours must match
this at Horsetooth Road.
c) Some of the calculations need to be revised.
Susan Hayes would like to walk the site with the engineer and architect prior
to final design. Please contact her at 221-6589 to set up a time.
10. The bridge on West Overland Trail must meet the needs of heavy fire
equipment.
This concludes staff comments at this time. In order to stay on schedule for
the—September-24; 1-990—P_lanning_and_Zoning Board hearing, please note the
following deadlines:
Plan revisions are due September 5, 1990 by 12:00 noon
PMT's, colored renderings, revisions are due September 17, 1990
Final documents are due September 20, 1990 by 12:00 noon
