Hattman Gefroh-Hattman, Inc. 145 West Swallow Road Fort Collins, CO. 80525 Dear Ric: City Staff has reviewed your submittal for Overland Hills, Preliminary Subdivision and offers the following comments: 1. A 6' utility easement is required on each lot along the side lot line between Lots 8 & 9. -k-D Vx, LAWA- A ep�.2. What appear to be utility easements on all the lots, front and back, are not labeled as such_ Please label these "Utility Easements" and define the widths of these on the plat. 3. A 50' wiue trail easement shall be dedicated to the Citv of Fort Collins_for the Sprint{ Creek Trail, as identified in the Parks and Recreation Master Plan. This may be included as part of the 75' Utility & Drainage Easement as shown. There is concern as to how the area between Proposed Overland Trail and Spring Creek will be developed. The entire width shown is not needed for the trail easement. The City should not be put in the position of building the east 1/2 of Overland Trail just because it owns the trail ROW. 4. It will be the responsibility of the developer to enter into an agreement with the City at this time to participate in the construction of the local street portion of a future Overland Trail extension. The Overland Trail extension alignment should be shown on this plat. 5. The engineering and stormwater concerns and potential impacts associated with future construction of Overland Trail extension are significant and should be considered simultaneously. A preliminary level of design for Overland Trail will be necessary to address the issues. 6. The Stormwater Utility drainage concerns are as follows: Plat'Plans vw-� urn AAA VAA^ a) Spring Creek should be in a Tract rather than an —easement. The Citv Will maintain natural drainagcways. b) The drainage swalcs between Lots 8 & 9 and behind Lots 7 & 8 must be in easements. 0�-c) Extend the floodplain delineation through the property to the north. C%fd) Show the extended Overland Trail alignment. e) At Final, provide specific grading information. f) Will the 2 sheets showing the pond be included with the Utility set? They both need to be revised to show any changes required by the Overland Hills construction. g) Has the outfall through the farmer's property to the north been resolved? It needs to be prior to Final approval. Report a) Volume calculations for additional volume in the detention pond need to be redone. b) This site is unusual due to the fact that the Spring Creek floodplain mapping stops at Horsetooth Road (extended). Your calculations for the extending the floodplain through your site must take into account the extended Overland Trail cross section. Also, your water surface elevation at the existing farm road must match the elevation shown in the Master Plan. Susan Hayes would like to walk the site with the engineer and architect prior to final design. Please contact her at 221-6589 to set up a time. DV-- 7. The ROW width for both Platte Court and Platte Place should be shown on the plat. p�-'-.8. The existing/proposed access to the existing residence to the northwest of this subdivision should be shown on the plat. 9. Access to this subdivision is contingent on The Amended Plat of Lots 24, 25,' and 26, Springfield Subdivision, Sixth Filing being recorded. That subdivision is in the County and must be recorded prior to fin 1 approval �( of Overland Hills. A hydrant should be shown along Platte Court approximately at the 4 f northeast corner of Lot 1. This concludes staff comments at this time. In order to stay on schedule for the September 24, 1990 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due September 5, 1990 by 12:00 noon PN1T's, colored renderings, revisions are due September 17, 1990 Final documents are due September 20, 1990 by 12:00 noon I suggest we meet to discuss these comments at your earliest convenience.
