RE: OVERLAND HILLS SUBDIVISION, FILING I
PROJECT #90-558
Dear Steve:
The following is a summation of the meeting that we had concerning the pro-
ject on September 12 at your offices. The discussion revolved around the
following major topics:
1. Access - The revised plat is being processed in the County to provide
access to Platte Drive. This must be finalized prior to final for
this property.
2. The Sixth Filing of Springfield is filed. Improvements are progress-
ing on a phased basis. If access is not provided through construc-
tion of the owners of the Sixth Filing including a paved surface, such
access must be agreed to be constructed by this developer.
3. An executed agreement between this owner and the owners of Spring Creek
Third Filing must be provided documenting acceptance of the storm run-
off from this property into their private detention pond.
4. Spring Creek Trail should be provided on the west side of Spring Creek
because it meets the public needs better, it provides continuity, and
provides the most public access. Dedication of the Trail should occur
with Phase 'C', a future phase, based on final design of facilities
adjacent to the Creek and Overland Trails.
5. The developer will agree through the development agreement to agree
to construct the full width local portion of Overland Trail with future
phases.
6. The floodway of Spring Creek will be placed in a tract dedicated to
the City.
7, At final computer data regarding the exact location of the floodway,
flood plain, etc. As an aside,Susan kept mentioning that there will be
water backed up by a future bridge. It is our understanding that City

regulations require that bridges at arterial streets must pass the 100-
year storm flows, therefore, no backup of water will occur.
8. Specific widths of utility easements may need to be changed for special
uses at time of final.
9. With these conditions a recommendation of approval to the Board could
be supported by Staff.
