College Avenue Fort Collins, CO 80525 Dear Ed: City staff has reviewed the 203 W. Mulberry PUD Site Plan and has the following comments to make: Existing water and wastewater services may be reused if they meet current City standards and are adequate'ty sized to meet the developer's needs. I£ new services are needed, existing taps must be abandoned at the main. Written verification is needed to determine whether the 20' wide vacated valley was converted to a utility easement. A 20' wide unobstructed access way through the parking lot is needed for fire equipment, as shown on the site plan. If gates are used, the locks shall be the type that can be cut by Poudre Fire Authority personnel. / V4. A letter from the owner and/or consultant stating that the impervious area is not being increased and that the existing drainage patte.ns are not being altered is needed. If any existing drainage problems with surrounding properties are �/5. discovered, such problems would need to be addressed by a licensed professional engineer. ✓6 There are no drainage fees for the Old Town Basin at this time. , `7,� A note needs to be placed on the site plan stating that landscaping is to be finished prior to occupancy or a letter of credit for 125% of the landscape estimate must be provided for the City. 8 Clarification is needed regarding the area labelled "future development" and its ownership. Staff is concerned that this area not be used as a parking lot on an interim basis. ,_,9. Any change in grade on the site providing access to the building shall be via a ramp with a maximum 1:12 slope. J,0 The Commission on Disability recommends that a 5' x 5' level landing be rprovided at the building entrance. II./Details need to be provided on the proposed sign, including size, height, materials and proposed copy. Staff would encourage the applicant to consider use of a ground -mounted sign, particularly in this area, where given the scale of surrounding buildings, a pole sign is not needed 1'or •�k Clarification of the purpose of the "preliminary plan" sketch on the site plan is needed. 13-'�Elevations to clarify any exterior modifications (ie. awning, building mounted signage, etc.) need to be provided. 14. Information on proposed/existing exterior lighting needs to be provided (ie. pole height, fixture type and cut off). The intent, with respect to site lighting, is to provide .lighting that does not create any light spillage beyond the site. 15!Note #9 on the plant notes should be amended to reflect "Minor changes in species and plant locations may be made during construction with administrative change approval ✓1.6 Will fencing be proposed on the site? C17.. Clarification is needed regarding whether any auto maintenance would occur on the site, triggering the need for a sand and oil interceptor. Based on the results of the traffic impact study, one of the curb cuts on Mason Street should be closed as part of the redevelopment of the site. 19. The plan, as designed presents less landscaping than would be required if this use were a "use -by right". Staff would strongly encourage the applicant to consider providing additional. landscaping on the site. Suggested areas for improvement include the area just west of the Mulberry Street entrance (near light pole) and the introduction of vertical elements along the north and east prop�rty lines. 20. Fencing and/or plant materials should be provided along the site's west and southern boundaries. The LDGS requires that such buffering be provided by the "first user" in the area and since these areas are vacant, the burden for initial buffering falls to the user of this site. 21. Staff is scheduling a neighborhood meeting for the afternoon of September 5 or 6 and will confirm scheduling as soon as possible. By Thursday, September 6 1990 five (5) copies of the revised site plan and any other information needed to address these comments must be submitted to the Development Review Center office. By noon on Monday, September 17, 1990 tell (10) folded copies of the site plan, a colored rendering of the site plan and an 8-1/2" x 11" PMT must be submitted.
