Attached are five copies of the 203 West Mulberry PUD
Preliminary and Final PUD Site and Landscape Plan. We have made
revisions in response to Staff Comments as follows, referenced by
your comment numbers:
1.
According
to the Owner, existing water and
wastewater
services are
adequate and will be used.
2.
According
to the City Clerk's office, Ordinance 36,
1979, was
adopted on
April 10, 1979. This ordinance vacated
the alley
and reserved
a utility easement.
3.
A 20—foot
access way through the parking lot
has been
provided;
no gates are proposed as part of this PUD.
4.
A letter stating
that the impervious area is
not being
increased
and the existing drainage patterns are
not being
altered is
attached.
5.
The Owner
understands this and will address drainage
problems
as they occur.
6.
Noted.
7. This requirement is mentioned in Note 10 of the Plant Notes.
8. These lots are controlled by this Owner but are not a part of
this PUD. Interim or permanent uses are not determined at
this time.
9. Noted.
10. The existing concrete landing is approximately 5x15 feet.
11. The Owner proposes to reuse the existing sign pole and frame
(frame is approximately 5x10 feet, and pole is approximately
15 feet high) to mount internally —illuminated plastic sign
panels.

12. The "Preliminary Plan" shows required information about the
surrounding area withing 150 feet of the site.
13. A front elevation has been added to the plan.
14. The Owner proposes to reuse the existing fixtures and agrees
to make any modifications or adjustments necessary to avoid
light spillage beyond the site. The existing lights are as
follows: on the east, poles approximately 15 feet with
adjustable mercury-vapor or sodium fixtures; on the west,
poles approximately 20 feet with same fixtures.

17. The Owner proposes to perform only light maintenance
primarily on vehicles he plans to sell; Mr. King describes
this auto service as oil changes, tune-ups, brake repair and
other types of light repair which do not require removing
the engine from the vehicle. Eventually, these services
will be offered to the public.
18. The traffic study recommends that the two curb cuts be
combined at full development and in the meantime to use the
existing cuts as "in only" and "out only". In the present
configuration, the site does not function without both curb
cuts, since eliminating either one results in poor turning
movements in one direction or the other.
19. A planting island has been added west of the Mulberry
entrance, and three locusts have been added to the north and
east planting beds.
20. Having made an offer on the lot to the west and having
already purchased the lots to the south, the Owner is
planning to expand to the south and west within the year; if
this does not occur within that period, he proposes to
install the hedge and fence shown on the plans on the south
and west boundaries.
21. The Owner is concerned about installing improvements he will
have to remove within the year.

22. Most of the south boundary will be fenced, as noted above,
and a hedge is proposed along the west boundary north of the
building.
Reductions, color plans, and 10 sets of prints will be provided
by September 17, 1989, as requested.
