Subject: Traffic Analysis for King Auto Sales at Mulberry/
Mason intersection
A used car sales lot has been proposed at the southwest
quadrant of the Mulberry/Mason intersection in Fort Collins,
Colorado. This parcel is not being used at the present time,
but has been used for used car sales in the past. This site
has two driveway curb cuts to Mason Street, approximately 190
and 210 feet south of Mulberry Street. There is one existing
driveway curb cut to Mulberry Street, approximately 40 feet
from Mason Street.
Mason Street is one way northbound and is classified as
an arterial street. It has a rail line down the middle that
causes little operational problems except when an infrequent
train is present. It has two northbound lanes plus the rail
lane. During most of the day the rail lane is used by motor
vehicles as a traffic lane. Parallel parking is allowed on
each side of the street. The Mulberry/Mason intersection is
signalized. The post speed limit on Mason Street is 25 mph.
Z Mulberry Street is an east -west street classified as an
w arterial street. Mulberry serves as a major access street to
z the Fort Collins central business district and to College
zAvenue (the major north -south street in Fort Collins).
Mulberry is a four lane street. There is an eastbound left-
? turn lane on Mulberry at Mason. This left -turn lane turns
into a two way continuous left -turn lane west of the subject
o property. There is no parking on Mulberry Street east of
a Howes Street. The posted speed limit is 25 mph.

(n Mulberry/Mason intersection. Raw traffic count data is
cc provided in Appendix A. With the existing signal control,
this intersection operates acceptably as shown in Table 1.

The proposed use for this parcel is used car sales. Trip
generation from the proposed use was estimated using Trip
Generation, 4th Edition, ITE. This reference provides trip
generation rates for a new car sales use. The new car sales
use as described in Trip Generation, 4th Edition has new car
sales/showroom, vehicle service facilities, auto parts sales,
a used car area, and leasing of vehicles. The proposed use
is for used car sales with the service area confined to
washing and minor repair of vehicles. The service area would
be used for on -site vehicles rather than vehicles from the
general public. Due to this use being limited to used car
sales only, the trip rates for new car sales listed in Trip
Generation, 4th Edition were factored by 40 percent. The
expected trip generation on a daily, and noon and afternoon
peak hour basis is shown in Table 2. The morning peak hour
of the street is not expected to be impacted since vehicle
service to the general public will not be at this facility.

Figure 2 shows the noon and afternoon peak hour trips
from/to this proposed use along with the existing background
traffic. Background traffic was not increased since traffic
volumes have been relatively stable in the central part of
Fort Collins over the past few years. This conclusion is
based on recent annual counts along College Avenue near the
Fort Collins central business district. Table 3 shows the
operation at the Mulberry/Mason signalized intersection and
the driveway curb cuts using the traffic shown in Figure 2.
Calculation forms are provided in Appendix C. Operation at
the Mulberry/Mason intersection does not change significantly.
Operation at the Mason Street curb cuts will be acceptable.

Consideration should be given to either consolidating the two
curb cuts or making the northernmost cut an in only and the
southernmost cut an out only. The separation of the two curb
cuts by direction still maintains each and involves little or
no expense for the developer. Keeping both curb cuts with two
way traffic at each creates a multitude of conflict points in
this area. Exits at the Mulberry Street curb cut will operate
acceptably with a single exit lane. There will be times when
a queue of vehicles on Mulberry Street will prevent exits.
There is little that can be done to improve this. Westbound
vehicles on Mulberry Street will experience difficulty
entering the site at the Mulberry curb cut. While the
operation is acceptable, the closeness of the curb cut to
Mason without the possibility of having a left -turn lane
presents a safety concern. As with the exiting vehicles,
there is little that can be done to improve this situation.
If this access were made a right-in/right-out access,
enforcement would be difficult without a median on Mulberry
Street. Given the low trip generation, in general, and the
low number of vehicles that are expected to use the Mulberry
curb cut for left -turn ingress and egress, in particular, it
is recommended that nothing be done at this time. Should
conflicts occur after the proposed use opens and traffic
access becomes stable, a remedy should be sought.
