Dear Dan:
City staff has reviewed your submittal for Dollar -Rent-A-Car PUD -
Preliminary & Final, and has the following comments:
✓ 1. The description and dimensions of the lot on the Site Plan do not coincide
with the same lot on the approved plat of Moore Addition Subdivision,
First Filing. This discrepancy should be noted and rectified.
O2 The 2nd drive to Thunderbird Drive on the west side of the lot frontage
will have to be closed off and eliminated. This will allow for automobil-

7. /The information provided on the Site Plan concerning on -site parking uses
0 �/ and traffic circulation is not sufficient. More detailed delineation of the
auto sales and rental car display areas and site usage, especially to the
r� rear of the building, is necessary. The customer parking areas seem unclear
and extensive.
a Please clarify the statement under SITE DATA referring to the street
C/ parking. All parking requirements for the dual rental and sales operation
must be met on -site, for both employees and customers. Standard parking

space dimensions are 9'x 19' minimum. As previously stated, the
handicapped space must be 12'x 19'.
9. The on -site landscaping/buffering issue is of concern with the staff.
Tortilla Marissa's and The Roving Vet, both to the east of this property,
have landscaping and visual amenities that upgrade the overall character of
this area. Sutherlands Lumber to the south has extensive tree and shrub
plantings that convey the parkway/streetscape intent the City is trying to
pill",
achieve. It is important to maintain that integrity with each individual site
as new use requests are made. This lot has an expanse of asphalt that

should be mitigated to some degree without losing its functional ability.

This site is presently entirely paved and would not require a drainage
study or drainage plans unless improvements are made that would change
the existing on -site drainage patterns. A letter from the applicant to the
`
City Stormwater Utility should be submitted stating that no additional
impervious areas are being created and that the drainage patterns will
remain the same.
11. he ability to sell automobiles from this lot has not yet been approved.
Caution should be taken to not perpetuate what can be defined as an

illegal non -conforming use with the idea that the PUD approval is
automatic. The current display and sale of cars on this lot frontage is at
your discretion.
12. Improvements to this site are being requested with the thought that this is
a permanent use in this location. T!.e City does not review land use
requests with the intent that they may be a temporary use.
13. This request is being reviewed under the Auto -Related and Roadside
Commercial point chart in the LDGS. It appears to exceed the minimum
percentage of applicable points needed to continue in the process.
This concludes staff comments at this time. In order to stay on schedule for
the November 19, 1990 Planning and Zoning Board hearing, please note the
following deadlines:
Plan revisions are due October 31, 1990 by 12:00 noon
PMT's, colored renderings, revisions are due November 12, 1990
Final documents are due November 15, 1990
