JR Response: Noted Department: Engineering Development Review Contact: Spencer Smith, 970-221-6603, smsmith@fcgov.com Topic: General Comment Number: 1 Comment Originated: 08/03/2020 08/03/2020: The sight distance easement linework along Greenfields Dr. is not shown on sheet 3 of the plat. JR Response: Addressed Comment Number: 3 Comment Originated: 08/03/2020 08/03/2020: The drive intersections with Green Lake Dr. should be perpendicular for a minimum of 25' per LCUASS. Another option may be to straighten out the aprons that are angled at the intersections, since the "faux" 2 perpendicular alley intersections probably present a more awkward turning movement than if the intersections are angled slightly. JR Response: Aprons have been straightened out. Comment Number: 4 Comment Originated: 08/03/2020 08/03/2020: Retaining walls need to be located outside of utility easements along Campfire Dr. JR Response: Addressed Comment Number: 5 Comment Originated: 08/03/2020 08/03/2020: Please see redlines for comments on typical street sections on sheet 2 of the site plan. JR Response: Addressed Comment Number: 6 Comment Originated: 08/03/2020 08/03/2020: Private alley typical section on utility plans indicates BSD and ELCO easement which is not consistent with the plat. Make sure all plans are consistent and accurate. JR Response: Addressed Comment Number: 7 Comment Originated: 08/03/2020 08/03/2020: There are two sets of general notes in the utility plans. Please differentiate between the City of Fort Collins notes and the others. JR Response: Addressed Comment Number: 8 Comment Originated: 08/03/2020 08/03/2020: Please call out pavement marking removals on the demolition plan. JR Response: The pavement marking removals and improvements associated with Greenfields drive are addressed in the original Trail Head Filing 2 Utility Plans. Comment Number: 9 Comment Originated: 08/03/2020 08/03/2020: There are a couple of spot elevations on the grading plan with "???" instead of numbers (see redlines) JR Response: Addressed Comment Number: 11 Comment Originated: 08/03/2020 08/03/2020: Show street names on all plans. JR Response: Addressed Comment Number: 12 Comment Originated: 08/03/2020 08/03/2020: Please adjust grade label on DP07 profile view (see redlines). JR Response: Addressed Comment Number: 13 Comment Originated: 08/03/2020 08/03/2020: Isn't R7-9A a no parking bike lane sign? I don't think it is the correct sign where you are showing it on the signing and striping plan. JR Response: signs replaced with R7-32 Comment Number: 14 Comment Originated: 08/03/2020 08/03/2020: Please see redlines for additional comments. Please move the crosswalk signs to the crosswalk, not in advance. Also, parking needs to be restricted within 20 ft of the crosswalk. Please use no parking signs with an arrow on all four legs for that. Light and Power also has an existing oval vault at the east side of the site (on the west side of Campfire Dr.) that may be in conflict with the Green Lake Dr. drive approach at Campfire Dr. Modifications fees will apply if this existing primary vault needs to be relocated for the drive approach. JR Response: Noted Comment Number: 2 Comment Originated: 08/03/2020 08/03/2020: SITE SPECIFIC: Light and Power will need to extend electric facilities down the private drives to provide service to the lots. Please show the electric facilities provided on the redlines on the utility plan for the next round of review so the water, wastewater, and stormwater providers are comfortable with seperation from electric facilities. JR Response: Addressed 4 Comment Number: 3 Comment Originated: 08/03/2020 08/03/2020: SITE SPECIFIC: Please provide adequate space along the public roads and private drives to ensure proper utility installation and to meet minimum utility spacing requirements. 10ft minimum separation is needed between all water, sewer, storm water, and irrigation main lines. Light and Power has a 3ft minimum separation requirement from all utility lines/infrastructure. JR Response: Addressed Comment Number: 4 Comment Originated: 08/03/2020 08/03/2020: INFORMATION: Streetlights will be placed along public streets. 40 ft separation on both sides of the light is required between canopy trees and streetlights. 15 ft separation on both sides of the light is required between ornamental trees and streetlights. See redlines for electric serivce locations. The electric service trench must be a minimum of 3 feet from the natural gas service trench, and the electric and gas services shall not cross eachother. JR Response: Noted Comment Number: 6 Comment Originated: 08/03/2020 08/03/2020: INFORMATION: All electric facilities will need to be within public right-of-way or public utility easements. Please address the following: 1. Please update the symbol for tree #36 on sheet 3. Per the inventory, it should be preserved. Adjust mitigation numbers accordingly. JR Response: Addressed 2. Please update the note on sheet 3 to indicate that only trees #24 and #25 will be transplanted. JR Response: Addressed Comment Number: 2 Comment Originated: 08/04/2020 08/04/2020: FOR APPROVAL The tree removal feasibility letter needs to be updated. It does not include all the trees that are to be removed and mitigated. Additionally, it lists #25 twice. JR Response: Addressed Comment Number: 3 Comment Originated: 08/04/2020 08/04/2020: FOR APPROVAL Please change the scientific name of hot wings maple in the plant schedule on sheet 6. JR Response: Addressed Comment Number: 4 Comment Originated: 08/04/2020 08/04/2020: FOR APPROVAL There is a ramp shown ~2’ from an existing honeylocust on Campfire Dr. Is this an existing ramp or proposed? If it is proposed, this ramp is well within the critical root zone of the street tree. Can this ramp be shifted? Forestry requires 6 at least 8’ from edge of driveways and ramps should maintain similar separations. JR Response: Proposed ramp has been shifted north to provide 5’ separation from the north side of the tree Comment Number: 5 Comment Originated: 08/04/2020 08/04/2020: FOR APPROVAL There are retaining walls proposed in the southeast corner of the site. These walls are too close to proposed and existing trees. Please shift these retaining walls outside of the critical root zones of existing trees, and place proposed trees at least 6’ away from these walls. JR Response: Addressed Comment Number: 6 Comment Originated: 08/04/2020 08/04/2020: FOR APPROVAL Tree/utility separation and final tree counts will be verified in the next round. I couldn't find it on the Overall Legend. I'm looking for clear direction in the plan set as residential construction does not trigger a fire inspection prior to CO. JR Response: Addressed Comment Number: 2 Comment Originated: 07/31/2020 07/31/2020: ALLEY DESIGN All dedicated fire lanes shall be engineered and constructed to support 40 tons minimum. The 20 foot wide alley design, as shown, shall be shown to support the minimum required weight over the full 20 foot cross section. JR Response: Note regarding 40 ton requirement added to grading & utility plans Comment Number: 3 Comment Originated: 07/31/2020 07/31/2020: ADDRESS POSTING One of the difficulties associated with planning for emergency response is that city GIS does not participate in the planning process. Without their input, I'm forced to make some assumptions. During the conceptual review, I recommended that "those residences facing onto greenbelts should be addressed off of Green Lake Dr." That is my best guess as to what GIS will require unless the alleys are named (I'm not recommending naming the alleys). If this assumption holds true, either the address range will need to be posted on the street facing side of the greenbelt homes OR a freestanding monument sign will need to be located near the street so as to be visible and clearly indicate best access to any residence. Once again, as PFA will not be part of the site inspection process, this information shall be clearly resolved prior to approval and details indicated with the plans. JR Response: Noted Comment Number: 4 Comment Originated: 07/31/2020 7 07/31/2020: FIRE LANE DEDICATION Please label the fire lane on the plat as an EAE rather than an EA.
