I would like to ask again about some shrubs in that northern perimeter landscape area along the stretch with head -in parking. RMS Response: On the north there is a screen wall (see architectural elevations) 3 evergreen and 3 deciduous trees adjacent to the loading area. Along the remaining north portion of the building there are 12'-1"and 1IV" planting beds along the building with ornamental and evergreen trees that will provide a lush building foundation planting with evergreen shrubs, grasses and perennials. If this is the only pre -hearing concern, I am OK with the site plan for public hearing being revised to depict this, and then more formally Page 2 of 9 addressed on the utility plans at time of final. Comment Number: 2 Comment Originated: 08/31/2020 08/31/2020: FOR HEARING: It does not appear that the north -south pedestrian path along the west side of the property terminates into a Type III barricade at the property line and does not extend into the crusher fine path around the pond in the sixth filing. There is a blanket access easement dedicated on the sixth filing that would allow for the sidewalk to tie into the crusher fine path. Is there a reason why the sidewalk stops at the property boundary? [Based on the discussion at the staff review, it was brought up that MAVD would likely construct the connection to the crusher fine trail -- it would be ideal to then have a letter from MAVD indicating this and then updating the plan set with a note that the construction is to be done by MAVD in conjunction with the development.] United Civil Response: The Type III barricade has been removed and onsite sidewalk has been stopped at the property line. The connection frorn our site to the crusher fine path has been shown as future and to be built by others (MAVD). MAVD will be holding their next meeting on 912112020 where they will discuss the trail connection and provide commitment letter for trail construction. This letter will be provided after that meeting. If a letter is not received from MAVD and they refuse to build this connection, it will be shown as proposed and will be built with this project. If the applicant and/or the applicant's engineer would like to still pursue these, that is certainly fine, but just clarifying that the City will not require it in this particular location. It may be worth looking into whether a replat would be preferred (admittedly not required) as each deed of dedication to the City is a $250 fee along with Larimer County Recording fees. It appears within the development there would be an emergency access easement, a drainage easement, a utility easement, and potentially a combined utility and drainage easement (along with the offsite emergency access easement)? At time of final the plans should be showing more clearly the boundary of these easements to review against the individual legal descriptions should these be done by separate document instead of platting/replat. Is this tree off -site? If so, written approval from the adjacent property owner (Wilmarc Medical) is required along with an on -site visit with City Forestry to officially record existing tree inventory and mitigation information. Since the tree is less than 6" in diameter, no mitigation is technically required on -site. However, if the tree is on adjacent property or a part of another approved landscape plan, a replacement tree should be provided either on this property or back on the adjacent property. RMS Response: There are no existing trees on the site. The new drive aisle intersection on the west in the WilMarc Medical parking lot is located where an existing parking lot island is. Because this parking area was just approved in 2017 and installed in late 2018 the applicant has listed the tree on the approved WilMarc plans as it has not grown above the installed 2" caliper. Both properties have the same owner. Please see existing and proposed plans, the one parking lot island will be replaced with two islands on either side of the drive aisle, therefore the one tree will be replaced with 2 trees. Comment Number: 7 9/1/2020: FOR HEARING: Comment Originated: 09/01/2020 There are 72 total trees, not 73. There are two species that are above the maximum species diversity percentage: Golden Fastigiate Beech and Iseli Fastigiate Spruce. The maximum number of any one species should not exceed 11. Please adjust plant numbers to meet diversity percentages. RMS Response: Tree numbers of these species have been updated. Final redlines will be provided on Friday for additional clarification. RMS Response: The western side of the property has a 14'-6" wide planting bed that will be planted. The east edge has 236' of shrub bed along all of the parking. East of the loading area there are 6 evergreen trees and 2 deciduous trees, we feel this is adequate screening for the eastern edge. Additionally, the LID soil profile limits planting trees and shrubs in these areas. Comment Number: 5 Comment Originated: 08/31/2020 08/31/2020: FOR HEARING: For the assumed release rates for the various sub -basins in the original approved drainage report, please compare the total flows (Q) for these assumed release rates with the proposed flows. This is in addition to just comparing the percent impervious. United Civil Response: Language has been added to the drainage report discussing the comparison of the assumed release rates with the proposed release rates. This language can be found under the Detention and Water Quality section of the report. Comment Number: 6 Comment Originated: 08/31/2020 08/31/2020: FOR HEARING: The grass seed mix proposed for the bio-retention ponds is a great option that will help promote infiltration with the massive root structure. Additional landscaping like shrubs, ornamental trees, are encouraged along the perimeter outside of the bio-media. RMS Response: The west edge of the bio-retention will have the parking lot screening landscape adjacent to it. On the eastern side the Brinkman parking has screening beds. Therefore this area are sufficiently planted. The City requests a meeting with PFA to determine if any other fire hydrant layouts are possible to avoid the public water main into the site. This is a long dead end main with high maintenance costs for such little use with potential water quality concerns for just one domestic service. City Water Utilities prefers the fire and domestic service to connect to the 12-inch main in Precision Drive and to have one long fire hydrant lateral into the site. United Civil Response: This has been coordinated with PFA and the City. It was determined to separate the domestic service, fire service, and dead-end hydrant and the plans have been updated to reflect this change. Additionally. one hydrant has been eliminated in the site and the hydrant location has been updated. Make sure all City standard ESC notes are included as well as a construction sequencing that shows that the permanent Stormwater Control Measures are built at the end of he construction process to minimize the potential for sedimentation of these facilities. A 2nd option is to sprinkler, provide 60ft to property line around entire building, and use II-B construction. The other option is to use the common ownership agreement to ignore the property line between these 2 lots and provide at least 60ft between the existing and new building. The north wall must provide 40ft setbacks and a 3-hour wall if less than 60ft. The drainage easement on the adjoining property to the north cannot be used as a no -build yard unless there is a resolve to insure Building Services' review right if easement is attempted to be vacated.
