Staff would prefer a color that blends into the surroundings better. 01/27/2015: For the fence, staff recommends painting the metal siding a desert tan to help with the fence blending more into the surrounding landscape. The slightly darker paint on the panels that are setback is supported by staff, please provide the proposed color shade for evaluation. Per previuos communication the fence is to be a "dark gray" to conform with the existing fence established in phase one. Please include a note on the landscape plan that discusses how you plan to establish the landscaping. 01/27/2015: Staff is concerned about the establishment of the proposed landscape plants. How will these plants be irrigated? Is note #2 on the landscape plans correct? A water tank is to be provided to allow for hand watering of the landscape plantings until the plants are established. Note that the plant varieties are native and drought tolerant. In addition to the landscaping that is proposed, placing boulders or large landscape rocks in the setback areas is also suggested, particularly on the east and south sides to help with aesthetics. Addition of boulders and large landscape rock to be considered. Please work with the City's Environmental Planner to design an appropriate buffer, with associated trees, shrubs, etc. to achieve a very strong buffer between these land uses. The area where there is sparse vegitation, that is, at the northeast corner of the buffer area is to have additional shrubs. The balance of the buffer area is well established trees, shrubs and grasses. Comment Number: 4 Comment Originated: 10/01/2013 10/01/2013: Per the existing Development Agreement for Whitman Storage, section D.3 identifies the developers responsibility for construction of the local street portion of the public streets adjacent to the property, prior to the issuance of the first building permit. The developers responsibility for Aaron St and Cherylen St at the rear of the property still remain but will not be built or designed as part of this project approval. A new development agreement will need to be recorded as part of this project to identify the developers responsibility of the public streets adjacent to the site but design and construction of the public streets will be delayed until such time as the City deems the improvements necessary or with additional changes to the property that will require issuance of a building permit. A new development agreement is to be created at the time of Final. Please include a response in your next submittal. 10/01/2013: How will adverse impacts, e.g., from fuel spills, be addressed on the site so as not to impact the Prairie Dog Meadows Natural Area? No fuel is to be stored on the site and no fueling of vehicles is to be allowed. Minor oil and fuel spills from leaking vehicles are to be cleaned-up and materials disposed of at an authorized disposal site. Please provide a color sample for review. Consider varying the height of each section of fence (e.g., 9ft alternating with 8ft) to visually break up the mass and improve compatibility with the adjacent natural area. The fence is to be 6 feet high and is to be offset as shown. The color is to be a "dark gray" to match the existing fence in phase one. If so, please submit a lighting plan that addresses the comment below. 01/27/2015: With respect to lighting, the City of Fort Collins Land Use Code, in Article 3.2.4(D)(6) requires that "natural areas and natural features shall be protected from light spillage from off site sources." Thus, lighting from parking areas or other site amenities shall not spill over to the buffer areas. No exterior lighting is to be provided. Comment Number: 7 Comment Originated: 01/27/2015 REBECCA EVERETTE 10/13/2015: Please describe how the project complies with this standard in your response to comments with your next submittal. 01/27/2015: This project must also comply with the following standard, as it is adjacent to the Prairie Dog Meadow Natural Area, Section3.4.1(L) Compatibility with Public Natural Areas or Conserved Land. If the project contains or abuts a publicly owned natural area or conserved land, the development plan shall be designed so that it will be compatible with the management of such natural area or conserved land. In order to achieve this, the development plan shall include measures such as barriers or landscaping measures to minimize wildlife conflicts, setbacks or open space tracts to provide a transition between the development and the publicly owned natural area or conserved land, and educational signage or regarding the natural values, management needs and potential conflicts associated with living in close proximity to such natural area or conserved land. The Land Use Code requires that whenever a project abuts a Natural Area, then compatibility with and reasonable public access to that Natural Area is required. See Section 3.4.1(L)(M) for more information. Please note that this property was subdivided and zoned in 1972 and has established rights that were in place before the establishment of the Prairie Dog Meadows Natural Area. The area of the property that is to be utilized is to fenced with a solid fencing material to limit access and provide a visual barrier. The existing HDPE culvrt is to be replaced with an RCP culvert. With the cover provided, the new RCP culvert will support 40 psi. The EAE does not provide access to all portions of the outdoor storage area as required by code. The proposed EAE contains a 380' deadend without a turnaround. Refer to prior comments from 10/01/2013 for additional information. A looped access road is to be provided as shown. 10/01/2013: FIRE LANES The proposed RV storage building remains out of fire access. It is not clear if the proposed fire lane will provide access to all portions of the outdoor storage area. Further access details are requested including vehicle turn around and bridge load limits. The information is provided with this submittal. > IFC 503.1.1: Fire Lanes shall be provided to within 150' of all portions of the building, as measured by an approved route around the exterior of the building. When fire lanes cannot be provided, the fire code official is authorized to increase the dimension of 150 feet if the building is equipped throughout with an approved, automatic firesprinkler system. Road base (meeting minimum loads of 40 ton) is approved for outside storage areas. > Deadend fire access roads in excess of 150 feet in length shall be provided with an approved area for turning around fire apparatus. > Bridges shall be rated to carry fire apparatus. The load limits shall be posted on the bridge. > Shall be visible by painting and/or signage, and maintained unobstructed at all times. Comment Number: 3 Comment Originated: 10/01/2013 01/24/2015: SECURITY GATES Gate access remains an unresolved comment from 10/01/2013. A plan still needs to be submitted to PFA for review and approval. Code language provided below to assist in your gate design. Gates securing fire apparatus access roads shall comply with all of the following criteria: 1. The minimum gate width for vehicle access shall be 20 feet. 2. Gates shall be of the swinging or sliding type. 3. Construction of gates shall be of materials that allow manual operation by one person. 4. Gate components shall be maintained in an operative condition at all times and replaced or repaired when defective. 5. Electric gates shall be equipped with a means of opening the gate by fire department personnel for emergency access. Emergency opening devices shall be approved by the fire code official. 6. Manual opening gates shall not be locked with an unapproved padlock, or chain and padlock, unless they are capable of being opened by means of forcible entry tools or when a key box containing the key(s) to the lock is installed at the gate location. 7. Gate design and locking device specifications shall be submitted for approval by the fire code official prior to installation. 10/01/2013: SECURITY GATES IFC 503.6: The installation of security gates across a fire apparatus access road shall be approved by the fire chief. Where security gates are installed, they shall have an approved means of emergency operation. The security gates and the emergency operation shall be maintained operational at all times.
