Taco Caliente, Inc. is proposing to enlarge their store
zat
the College/Prospect intersection in Fort Collins by
remodelling an existing house located adjacent to the existing
m
M
Taco Bell store at the corner. A similar proposal was made
M
in December 1990, except that the existing house would be
razed and a new structure would be built. A traffic study of
the previous proposal was prepared and submitted as "Taco Bell
Enlargement Site Access Study," December, 1990. This
memorandum is an update of that site access study as requested
by the Fort Collins Planning Department.
In the 1990 proposal, the restaurant was proposed at 2650
square feet. The remodelled house is proposed to be
approximately 2900 square feet. A single lane drive through
is also proposed at the new store. The earlier proposal
indicated that during peak restaurant hours, a double lane
drive through would be utilized. The larger restaurant
coupled with the single lane drive through would likely offset

each other with regards to trip generation. Taco Caliente

projects that restaurant traffic will likely increase by 25
Z
percent., It is concluded that the trip generation used in the
z
previous traffic study should be used for this submittal also.

The traffic volumes and operation at the Taco Bell restaurant

are reflected in the site access study submitted in 1990. It

is concluded that the "Taco Bell Enlargement Site Access
o

Study," December, 1990 addresses the traffic concerns as
z
voiced by the City of Fort Collins staff. A copy of the
Executive Summary is attached to this memorandum.
A design change was made at the College Avenue South
w
Access. This access functions as a right-in/right-out
Fdriveway.
The 1990 proposal showed this access with a
standard driveway design, no curb return radius. This is the
standard for driveway accesses. The 1991 proposal shows this
access with curb returns. The proposal shows a curb return
radius of 10 feet. This radius can increase to 15 feet with
no impact on the parking lot layout. The access is proposed
to be 28 feet wide curb to curb. The curb return design
allows vehicles to exit College Avenue more quickly and
safely. (Source: Transportation and Land Development,
Stover/Koepke, ITE, 1988, pages 146-151.) It is concluded
that a curb return design will provide for safer, more
efficient exits from College Avenue. This will, in turn,
improve the operation on College Avenue compared to
conventional driveway access design.
EXECUTIVE SUMMARY
Taco Bell has proposed to build a larger restaurant on their
existing site, located east of College Avenue and north of Prospect
Road in Fort Collins, Colorado. This traffic impact study involved
the steps of trip generation, trip distribution, trip assignment,
capacity analysis, traffic signal warrant analysis, traffic signal
progression analysis, and accident analysis.
This study assessed the traffic impacts of an expansion of the
Taco Bell restaurant on the adjacent streets. As a result of this
analysis, the following is concluded:
- The enlargement of the Taco Bell restaurant is feasible
from a traffic engineering standpoint. It is expected that
approximately 2000 trip ends will be generated at this site on a
typical weekday. Some of these trips will be from the background
traffic already passing by this site.
- Using the existing peak hour traffic volumes and geometric
improvements proposed under the Fort Collins Choices 95 Program,
acceptable operation exists at the College/Prospect signalized
intersection. It is recommended that a single southbound left -turn
lane be constructed on College Avenue rather than double left -turn
lanes as shown in the Choices 95 plans. The existing Taco Bell
accesses to College Avenue operate acceptably. The existing Taco
Bell access to Prospect Road experiences considerable delay and
safety concerns for left -turn ingress and egress.
It is recommended that the Prospect Road access be
restricted to right-in/right-out. As part of improvements to the
College/Prospect intersection, the City of Fort Collins is
designing a median on the east leg of Prospect Road that will
extend through the alley and assure the good operation of the
right-in/right-out access on Prospect Road. It is recommended that
a westbound right -turn lane be built on Prospect Road between the
- — Taco Bell access and College Avenue.
- With the Choices 95 improvements (single southbound left -
turn lane) and the recommended westbound right -turn lane, the
College/Prospect signalized intersection will operate acceptably
with future traffic volumes. The proposed driveway accesses will
operate acceptably as proposed.
With the recommended traffic control and geometrics, a
safer situation will exist and the accident rate should be minimal
for an urban condition.
