RE: Taco Bell Restaurant Preliminary P.U.D.
Dear Mr. Hauser:
On December 16, 1991, at the regular meeting of the Fort Collins Planning and Zoning Board,
the Board voted seven to zero to approve the Taco Bell Restaurant Preliminary P.U.D., subject
to the following conditions:
1. At the time of Final P.U.D., the hours of operation of the restaurant shall be
indicated on the site plan. These hours are to be a midnight closing of the dining room on
Friday and Saturday, and a midnight closing of the entire restaurant on Sunday.
2. If the Choices '95 Capital Improvement Project is not constructed, then the
temporary river rock along Prospect Road shall be replaced by irrigated turf or other living
ground cover.
. _ __ 3. At the time of Final P.U.D., the site plan and elevations shall indicate that there
will be no temporary window signage. The etched glass window on the west elevation is an
exception and may be allowed.
During the Board's deliberation, three design suggestions were raised that are passed along for
your consideration. It is important to note that while these suggestions are not conditions, they
should be addressed in some form at the time of Final. These suggestions are as follows:
1. The fencing along the east elevation should clearly be specified to be of sufficient
height to block illumination from the menu board. The height of the vertical curb should be
mentioned. Efforts should be made to keep the menu board as low to the ground as possible.

2. Along the west elevation, the small, monument sign should be designed and placed
in such a fashion as to minimize the impact on the historic character of the structure. Ideas
include using an opaque background instead of the "Taco Bell Oxblood", using reconditioned
bricks from the garage in the pedestal, and placing the sign in a sensitive location. Please
specify if the sign is to be a single face sign parallel to College or a double face perpendicular
to College.
3. At those times the dining room is closed yet the drive-thru lane remains open, you
are encouraged to explore methods to keep the parking lot clear to minimize the
noise impacts on the adjacent residential neighborhood.

further clarification is necessary.
